HomeMy WebLinkAboutWORKSHOP re Evans Vista City of PT JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners FROM: Mark McCauley,County Administrator DATE: August 15,2022 SUBJECT: Presentation to the Board of County Commissioners by the City of Port Townsend: Affordable and Workforce Housing in Jefferson County: Delivering the Evans Vista Neighborhood STATEMENT OF ISSUE: As part of a larger community effort to address the housing emergency in Jefferson County,the City of Port Townsend purchased 14.4 acres of land in the area covered by the Rainier Subarea Plan. The City plans to develop a neighborhood- Evans Vista-on that property that will provide long-lasting affordable housing(30-50 units),workforce housing(50-100 units),deliver a mix of housing types, enable a mixed- use hub of activities and activate the Evans Vista neighborhood. At a November 1, 2021 Budget and ARPA Workshop the Board of County Commissioners made a preliminary commitment to provide $500,000 in American Rescue Plan Act(ARPA)revenue sharing funds to support the City's Evans Vista Project. Since then the City has made much progress on the project to include $3 million in state funds for property acquisition and infrastructure and$2.5 million in federal funds for sewer infrastructure. ANALYSIS: As the Evans Vista Project gathers momentum and appears increasingly viable the City wishes to brief the Board on the status of the project and request a firm commitment to provide the $500,000 in ARPA funds preliminarily committed in November, 2021. FISCAL IMPACT: This request, if the Board approves Evans Vista for funding,will result in the expenditure of$500,000 in ARPA revenue sharing funds after receipt,which makes this a budget neutral request. RECOMMENDATION: Listen to the presentation, ask questions and consider acting on the City's request for a firm commitment of ARPA revenue sharing funds in support of the Evans Vista effort. Public engagement will be key to the process of building a successful neighborhood.
