SUBJECT: BRIEFING re: Potential Application for Connecting Housing to Infrastructure
Program (CHIP)
STATEMENT OF ISSUE:
OlyCAP requests that the County facilitate a Washington State Department of Commerce grant application
under the Connecting Housing to Infrastructure Grant Program.
ANALYSIS:
OlyCAP would like the County to apply for, and pass through to them, a grant from the Connecting Housing
to Infrastructure Program (CHIP), which is being offered by the State Department. of Commerce. This
program funds construction costs for water, sewer and stormwater infrastructure for affordable housing
projects. Applications are due 8/26/22. The grant would support the 7th Haven project. The approximate
size of the grant request will be $150,000. The County would be the recipient of the grant and would lend it
to OlyCAP as a deferred loan.
FISCAL IMPACT:
There is negligible fiscal impact in some staff time. OlyCAP and consultants will complete the application
and the grant revenue will pass through the county.
RECOMMENDATION:
That the Commissioners discuss and potentially take-action.
