Until the moratorium ends in October of 2022, the county cannot accept any development applications on these parcels. The text of the moratorium is available here: http://test.co.jeerson.wa.us/WebLinkExternal/0/doc /3364478/Page1.aspx More information about the moratorium's purpose is available at this website: https://storymaps.arcgis.com/collections/758d5cb1be024cf482a1862fd857a58b?item=1 New land use regulations are being drafted and will be enacted before the moratorium ends. Until the county publishes these regulations, it is not possible to know the best methods for developing these parcels. - Access: To establish an access to these parcels from Highway 101, please contact the Washington State Department of Transportation. To access the parcels from the existing Maynard Road, please contact the property owners on that road to discuss establishing an easement through their parcels. If a new road is built o of either Highway 101 or Maynard Road, it would need to be ocially named through the county. Road naming would add the new road and any addresses to the Emergency Services database. GEOLOGICALLY HAZARDOUS AREAS yes GEOLOGICALLY HAZARDOUS AREAS NOTES According to Jeerson County GIS, the parcels are within mapped Intermediate and Unstable Shoreline Slope Areas, and Slight Landslide Hazard Areas. Consultation with a professional geologist to develop a geological assessment letter or geotechnical report shall be required. Please have the professional geologist address the proposed development area and potential stormwater best management practices. A Notice to Title will also be requested after the geological assessment or report is submitted to Jeerson County DCD. WETLANDS no WETLANDS NOTES According to Jeerson County GIS, no wetlands are mapped on the parcels. FISH & WILDLIFE HABITAT CONSERVATION AREAS yes FISH & WILDLIFE HABITAT CONSERVATION AREAS NOTES Jeerson County GIS shows that parcel 964512001 contains a sh habitat stream. The setback from sh-bearing streams is 150 feet from the Ordinary High Water Mark (OHWM). FEMA FLOOD no FEMA FLOOD NOTES According to Jeerson County GIS, the parcels are not in a mapped Flood Hazard Area. Their FEMA Flood Insurance Rate Map Panels are 53031C0120C and 53031C0435C. CRITICAL AQUIFER RECHARGE AREA yes CRITICAL AQUIFER RECHARGE AREA NOTES According to the Jeerson County GIS maps, the parcels are in a susceptible special aquifer recharge protection area. Aquifer Recharge Areas in Jeerson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sucient saturated permeable material to yield signicant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jeerson County. Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. SEAWATER INTRUSION PROTECTION ZONE (SIPZ) yes SEAWATER INTRUSION PROTECTION ZONE (SIPZ) NOTES According to the Jeerson County GIS Maps, there is a Coastal SIPZ located on the subject property. If a private water source is proposed, additional measures may be required. Marine shorelines and islands are susceptible to a condition that is known as seawater intrusion. Seawater intrusion is a condition in which the saltwater/freshwater interface in an aquifer moves inland so that wells drilled on upland areas cannot obtain freshwater suitable for public consumption without signicant additional treatment and cost. Maintaining a stable balance in the saltwater/freshwater interface is primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of ground water withdrawals (primarily through wells). The Washington Department of Ecology is the agency with statutory authority to regulate groundwater withdrawal for individual wells in Jeerson County. New development, redevelopment, and land use activities on islands and in close proximity to marine shorelines in particular should be developed in such a manner to maximize aquifer recharge and maintain the saltwater/freshwater balance to the maximum extent possible by inltrating storm water runo so that it recharges the aquifer. REPORTS REQUIRED FOR DEVELOPMENT OR PROJECT blank Previously Answered: yes REPORTS REQUIRED FOR DEVELOPMENT OR PROJECT NOTES blank Previously Answered: Development is not permitted under the current moratorium. Future development would require Geotechnical Report or Assessment Letter prepared by a professional geologist. Gravel mining would require an administrative conditional use permit, which can be applied for using this form: https://www.co.jeerson.wa.us/DocumentCenter/View/1187/Conditional-Use- Permit-PDF?bidId= Additional reports may be required by future regulations. SETBACK NOTES SPECIFIC TO PROPERTY - 50 ft setback from Highway 101 - 20 ft setback from public right of way for planned roads - 5 ft setback from other parcels - 150 ft buer from mapped sh-habitat stream, plus 10 ft building setback, for 160 ft total setback STORMWATER NOTES Stormwater Manual: https://fortress.wa.gov/ecy/ezshare/wq/Permits/Flare/2019SWMMWW/2019SWMMWW.htm#Topics /VolumeV/DispersionBMPs/BMPt530.htm Development adding over 2,000 sq. ft of impervious surface- The applicant will submit the "Medium Stormwater Packet" at the time of the building permit application. Development adding under 2,000 sq. ft of impervious surface- The applicant will submit the "Small Stormwater Packet" at the time of the building permit application. An Engineered Stormwater Plan will be required if the project meets any of the criteria below: - Sites with greater than 15% slopes may require applicants hire a geologist to recommend if a drainage method is appropriate. - If you cannot do full dispersion on parcels larger than 5 acres, engineering is required. - Discharging directly to a marine water via tight line must be engineered. - Other site constraints (i.e. critical areas, setbacks, lot size, etc.) that would require engineered consultation and design ZONING NOTES — SHORELINE NOTES Parcels 964512001, 964512302, 964512303, are in Unstable Shoreline Area The nornthernmost edge of parcels 964512302 and 964512303 are in the Natural Shoreline Designation. The building footprint could not enter the mapped Natural Shoreline area. Provided any development maintains the 50 ft setback from Highway 101, there will be no risk of building in the shoreline area. PARCEL TAG NOTES No parcel tags on subject parcels. Neighboring parcel to Northwest has 6 year moratorium on non- forestry parcels. RECOMMENDED NEXT STEPS Consider learning more about the moratorium and participating in drafting new regulations. - The text of the moratorium is available at http://test.co.jeerson.wa.us/WebLinkExternal/0/doc /3364478/Page1.aspx - Visit the website about the moratorium at https://www.co.jeerson.wa.us/1601/StoryMap - Consider completing a survey about how you as a member of the public would like regulations for this lot to change. The survey is online at https://arcg.is/181ra4 - Check for updates on regulations on the Board of County Commissioners' website at https://www.co.jeerson.wa.us/492/Board-of-County-Commissioners - After the moratorium ends, establish access to the property. If access involves building a new road, complete and submit a Road Name Petition to the Department of Community Development. The application is here: https://www.co.jeerson.wa.us/DocumentCenter/View/3653/Road-Name- Petition?bidId= ADDITIONAL NOTES —
