- Building a single family residence: Per County Ordinance No. 09 1210 21, these parcels are subject to a
development moratorium. Until the moratorium ends in October of 2022, the county cannot accept any
development applications on these parcels.

New land use regulations are being drafted and will be enacted before the moratorium ends. Until the
county publishes these regulations, it is not possible to know the best methods for developing these
parcels.
- Access: To establish an access to these parcels from Highway 101, please contact the Washington
State Department of Transportation. To access the parcels from the existing Maynard Road, please
contact the property owners on that road to discuss establishing an easement through their parcels. If
a new road is built o� of either Highway 101 or Maynard Road, it would need to be o�cially named
through the county. Road naming would add the new road and any addresses to the Emergency
Services database.

Aquifer Recharge Areas in Je�erson County are characterized by porous geological formations that
allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are
geologic formations that contain su�cient saturated permeable material to yield signi�cant quantities
of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural
portions of Je�erson County. Critical Aquifer Recharge Areas may require special protection measures
to mitigate water quality degradation.

Marine shorelines and islands are susceptible to a condition that is known as seawater intrusion.
Seawater intrusion is a condition in which the saltwater/freshwater interface in an aquifer moves inland
so that wells drilled on upland areas cannot obtain freshwater suitable for public consumption without
signi�cant additional treatment and cost. Maintaining a stable balance in the saltwater/freshwater
interface is primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of
ground water withdrawals (primarily through wells). The Washington Department of Ecology is the
agency with statutory authority to regulate groundwater withdrawal for individual wells in Je�erson
County. New development, redevelopment, and land use activities on islands and in close proximity to
marine shorelines in particular should be developed in such a manner to maximize aquifer recharge
and maintain the saltwater/freshwater balance to the maximum extent possible by in�ltrating storm
water runo� so that it recharges the aquifer.

An Engineered Stormwater Plan will be required if the project meets any of the criteria below:
- Sites with greater than 15% slopes may require applicants hire a geologist to recommend if a drainage

- Discharging directly to a marine water via tight line must be engineered.
