By updating telecommunications infrastructure, counties can also increase the efficiency of their functions, enhance county public safety and bolster economic activity in the business community. That was one of the messages heard Thursday morning, July 21 by members of the NACo Telecommunications and Technology Policy Steering Committee at the NACo Annual Conference in Adams County, Colo. Lee Davenport, director of Community Development at DC-based non-profit US Ignite, led a panel in a discussion about county efforts to modernize and upgrade technological infrastructure. Recent events, such as the Nooksack River floods in November 2021, and others across the nation continue to provide dramatic reminders of the natural hazards that impact society. Most of the burden for dealing with potential impacts from natural hazards falls to local jurisdictions because cities, towns, and counties focus on health, safety, and welfare at the local level, and regulate development and land use. Mapping has been the primary tool to help local jurisdictions identify potential hazard areas. However, local jurisdictions may not have the necessary expertise and resources to use these maps to fully reduce risk and mitigate impacts. Fortunately state agencies and nonprofits can offer assistance and expertise to better mitigate risk of hazards when regulating land use. The WSBO would like to receive your written comments to inform how we move forward. Using your input, WSBO will create draft recommendations for each issue that we will then invite you to discuss with us in a round-table event early this fall.
