Manages programs and performs professional ]evel work in the prevention of disease transmission and public health hazards in the community environment. This position coordinates, distributes, and sets up work assignments for other employees. Responsible for providing the genera] public and industry professionals with information on community sanitation and other environmental health standards by performing the following duties. . . . . ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Manages an assigned program or programs. Assists in the development of policies, procedures and regulations. Includes the participation in the review oflocal and state policies and regulations in association with govenunent agencies, community and industry groups and individuals. May serve as a representative on state and local committees for environmental health matters. Prepares written materials to provide information for officials, the public and other agencies on environmental health programs and sanitation. May represent the Jefferson County Environmental Health Division at public meetings and hearings. Performs work common to the Environmental Health programs in inspections, licensing and certification procedures. Conducts evaluation of soils and inspections of sewage disposal systems, investigates failing septic systems and completes follow up enforcement action where required. Conducts field inspections of food service establishments, swimming pools, water supply systems, solid waste facilities. Maintains records of inspections and completes follow up enforcement action where required. Conducts or assists in epidemiological investigations to locate the source of disease causing organisms and physical and chemical hazards. Jefferson County Job Description: Environmental Health Specialist III May represent the Division in the absence of the Director. Develops and conducts classes for industry professionals and the general public for various environmental health programs. SUPERVISORY RESPONSIBILITIES Assignments include technical or functional supervision of Environmental Health Technicians and Specialists I and II. Responsibilities include training employees; planning, assigning, and directing work; assists Director appraising performance and recommends personnel actions to director to address complaints and resolve problems. The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. EDUCA TION and/or EXPERIENCE Bachelor's degree (B. A) from four-year college or university in Public Health, Environmental Health, Sanitary Science, Bacteriology, Dairy Science, Veterinary Medicine, or other closely related science AND five (5) years experience as a sanitarian or Environmental Health Specialist II. A Master's Degree involving a major study in public health, sanitary science or environmental health may be substituted for one (I) year of general experience as an environmental health specialist. LANGUAGE SKILLS Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and! or boards of directors. MATHEMATICAL SKILLS Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. REASONING ABILITY Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables. COMPUTER SKILLS To perform this job successfully, an individual should have knowledge ofMS Access Database software; MS Explorer Internet software; MS Excel Spreadsheet software and MS Word Word Processing software. CERTIFICATES, LICENSES, REGISTRATIONS Washington State Registration as a Sanitarian or National Environmental Health Association Registration as a Sanitarian. Possess a valid Washington State Driver's License. Ability to obtain Defensive Driving, First Aid and CPR certifications. Knowledge of state and federal environmental health regulations; provisions of local health regulations; enforcement techniques and their appropriate use; techniques for generating public interest and support; techniques in supervision and principals of in service training for professional personneL Ability to use tact, diplomacy, discretion and courtesy in dealing with citizens and property owners. Ability to remain calm under adverse circumstances. Ability to establish effective working relationships. Ability to manage programs and supervise professional and technical staff Ability to interpret and apply complex laws, ordinances and codes.
