Fischbach Clerk of the Board: Lorna Delaney MINUTES Week of September 26, 2005 Chairman Phil Johnson called the meeting to order in the presence of Commissioner David W. Sullivan and Commissioner Patrick M. Rodgers. Judi Morris, Public Employees Recognition Committee (PERC) Chair; Discussion Regarding the Memorial Garden: Judi Morris explained that in 1997, the Memorial Rose Garden at the Courthouse was created to honor County employees who passed away while working for or retired from the County. Thirty-four employees have been honored. Their names and service dates are also put on a plaque that will be displayed on the First Floor ofthe Courthouse. PERC has always organized the ceremony. The date ofthe event is advertised in a press release in the newspaper with a contact number for friends or relatives of the honorees to contribute $50 for the plaque and the ceremony. In recent years this has become a biannual event. This year two employees were to be honored and the families and friends were asked if the memorial ceremony could be held at the County BBQ at H.J. Carroll Park because the Courthouse grounds are in the process of being redone. They agreed. Unfortunately, some family members of employees who had been honored in the past came to the Courthouse on the designated day and were upset because there was no ceremony. Judi Morris explained the situation to them, and decided to review the process to make sure that the misunderstanding wouldn't happen again. She asked the Board for guidance regarding this event and also suggested that, in the future, the event be organized by the Commissioners' Office and not PERC. The Board agreed to discuss the issue within the next few weeks and get back to PERC with their preference. PUBLIC COMMENT PERIOD: The following comments were made: the only revenue that has kept the City of Port Townsend and the County going over the past few years is due to the growth in the real estate market and all the new construction and this won't last; there are over 2,500 buildable parcels in the County that will be affected by the State Department of Ecology's proposed regulations regarding private wells, and the DOE is saying that water is not a private resource, it is a public resource to be regulated; and an update on the UGA sewer process was requested. (The consultants have been interviewed and a selection will be made in early October.) Commissioner Rodgers seconded the motion which carried by a unanimous vote. 1. AGREEMENT re: Community Access Program for Individuals with Developmental Disabilities; Jefferson County Public Health; Concerned Citizens of Forks 4. AGREEMENT, Amendment No.1 re: Proctor Home Coordinator; Jefferson County Juvenile and Family Court Services; Kelli Parcher 5. Transfer of Mobile Command Post to Fire District No.1; 2005 Ford F250 Pickup Truck to be Used as an Interagency Incident Response Unit Charlie Courtelyou and Al Vaughn, Washington State Department of Natural Resources re: County Income Report and Presentation on Forest Funds: Charlie Courtelyou introduced David Roberts, Assistant Region Manager for Aquatic Lands. David Roberts explained that the DNR has begun the implementation of geoduck aquiculture on State tidelands. The Legislature authorized them to plant 10 acres of tidelands annually, mostly on the west side of Puget Sound. They will lease the tideland to companies who specialize in aquiculture. In addition, they are currently doing a regional creosote removal project with the Northwest Straits Commission, and have removed 38 tons of creosote logs from the beach at Fort Casey. They are in the process oflocating other sites right now and will be working on the project for the next few years. They have also begun a review of the mooring buoys at several of the sheltered bays in the County including Mystery Bay, Skow Bay, Port Hadlock, and Mats Mats Bay. The DNR authorizes mooring buoys on State aquatic lands and in order for buoys to be installed legally, a shoreline permit and hydraulic project approval is needed. Charlie Courtelyou reviewed the revenue that the County and junior taxing districts have received from the State forest board lands in 2005. This promises to be a record year. Al Vaughn reviewed the timber sales that are scheduled for next year. Mark Johnson, Assistant Region Manager for Resource Protection and Services, reported that there are crews from the Clearwater Correction Center that are available for work or emergency management use. In the summer, these crews fight forest fires around the State. DNR is working with local fire chiefs to become more involved in case of a local disaster. They are interested in working with the County's Emergency Management Department on drills and training. They also have a mobile kitchen that can feed up to 1,000 people a day that is based out of Forks. Commissioner Sullivan asked about the replanting process for the recent timber harvest near Cape George? Charlie Courtelyou answered that they usually allow one season for the locals to go in and get firewood, and then they replant. Commissioner Sullivan suggested that the DNR put up a sign indicating that the property will be replanted. The meeting was recessed on Monday and reconvened on Friday. Chairman Johnson and Commissioner Sullivan were present. Letter to Senator Patty Murray re: Public Refinancing of Bonds: Commissioner Sullivan moved to have the Chair sign a letter to Senator Murray regarding concerns about the Senate Finance Committee's proposal to eliminate advance refunding for government bonds. Chairman Johnson seconded the motion which carried.
