HomeMy WebLinkAboutSubstance Abuse Program Coordinator I Jefferson County Commissioners Job Description Job Title: Substance Abuse Programs Coordinator Department: Health & Human Services Division: Substance Abuse Reports To: Jefferson County Substance Abuse Advisory Board and Health & Human Services Management Team FLSA Exempt (Y/N): NO Union: UFeW BBP: NO Salary Level: Grade 28 Location: Health & Human Services Department - Castle Hill Mall Approved By: Human Resource Manager /lWr Approved Date: I Z - 7 - "'t cr ~ SUMMARY Responsible for the overall coordination of County substance abuse programs by preparing grants and contracts, monitoring program service delivery and preparing community chemical dependency prevention and treatment programs and plans by performing the following duties. Receives administrative and fiscal guidance and support from the Jefferson County Health and Human Services Department and policy and program guidance from the Jefferson County Substance Abuse Advisory Board. .- ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Provides staff support to the Jefferson County Substance Abuse Programs Advisory Board (JCSAPA.) Monitors the County chemical dependency, prevention, treatment and support programs to assure performance with plans and contracts and report to the JCSAPA Board. Prepares plans and applications for funding to support the county chemical dependency, prevention, treatment and support program in consultation with the JCSAA Board and with guidelines from JCHHS. Reports at least annually to the JCSAA Board on monitoring the results of each contract. The JCSAPA Board may require more frequent reporting schedules. . In consultation with the JCSAPA Board, selects the contractor who will serve as the County Chemical Dependency Specialist to perform the intervention, involuntary detention and commitment duties as described under RCW 70.96A.120 (Treatment programs and facilities- Admissions-Peace officer duties-Protective custody) and RCW 70.96A.140 (Involuntary commitment of persons incapacitated by chemical dependency.) Page] - Prepares contracts for prevention and treatment services. Reviews and distributes educational materials and presents information to the JCSAPA Board, community agencies, community organizations and the general public. Conducts and compiles assessments to determine substance abuse prevention and treatment needs and priorities in the community. Attends Washington Association of County Human Services meetings and other meetings to ensure current knowledge of policy resources, scientific findings, trends and funding opportunities as well as attends meetings to improve community coordination. EDUCATION and/or EXPERIENCE Bachelor's degree (B.A.) from four-year college or university in phychology, social work or related discipline and a minimum oflwo (2) years experience in an alcohol/drug treatment facility or six (6) years progressively responsible work experience in Substance Abuse or closely related field: or equivalent combination of education and experience. LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MA THEMA TICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. . Page 2 / . -....;:..~ CERTIFICATES, LICENSES, REGISTRATIONS Valid Washington State Driver's License OTHER SKILLS AND ABILITIES Knowledge of chemical dependency, prevention, intervention and treatment strategies used in combating chemical dependency. Ability to administer social and/or human services programs. Demonstrates competence in coordinating contracts, preparing grants, and developing policy for community assessment, approval and implementation. Demonstrated competence in managing one's own workload with a minimum of supervision and in community and interagency relations. Demonstrates written communication skills to prepare reports, contracts, and information for funding sources, the JCSAPA Board, Jefferson County Commissioners, DASA, contractors, and the general public/media. Demonstrates verbal communication skills in public speaking and group facilitation. Ability to interpret and make decisions in accordance with laws, regulations, and policies. .' Computer literate in word processing, spreadsheet, database and Internet. Ability to work effectively as a member of an administrative team. Demonstrates problem solving and constructive communication skills. Ability to recognize community needs in this area and develop sound, balanced approaches to meeting those needs through the delivery of treatment, prevention and other substance abuse services. Familiarity with tools, instruments, equipment and techniques commonly used in the performance of related tasks. Ability to quickly grasp new techniques, deal with rapid changes in events and stressful situations. Understands regulations and the need for maintaining confidentiality/sensitive information. Ability to assure efficient and effective use of volunteers. . Ability to develop and maintain productive, harmonious relations with other county departments, community groups, state and federal agencies, public officials, various public and private organizations, and the general public.
