Facilit~'es Approved By: Human Resource Manager Approved Date: 12/1/96 SUMMARY: This professional administrative position is responsible for planning, developing, implementing and evaluating a County-wide recreation program designed for all ages including participants with special needs. ESSENTIAL DUTIES and RESPONSIBILITIES include the following. Other duties may be assigned. Conceptualization, organization, promotion, management and supervision of a variety of recreation activities and recreation facilities that include sporting, cultural and community events, classes and programs as well as day-to-day supervision of Recreation Division employees. Supervises and performs maintenance programs to include planning, scheduling, monitoring, and evaluating maintenance of recreation park areas and athletic fields; institutes changes and improvements as needed and appropriate. Maintains accurate program records pertaining to participation, finances, supply inventory, accidents and staff evaluations of program and facility effectiveness. Assists in the preparation of the annual Parks and Recreation Division budget, Capital Improvement program, and monitors associated revenues and expenditures. Assigns staff work schedules, monitors payroll, explains goals and objectives, conducts and creates training opportunities and evaluates employee job performance and conducts regular staff meetings. Page I . JC Job Description: Recreation Supervisor Establishes program and facility policies, procedures, rules regulations and fee structures. Organizes methods and techniques to promote recreation participation through an effective marketing program. Prepares news releases, service announcements, program handouts, flyers and material for seasonal brochures which create enthusiasm for program participation throughout the community and outlying areas. Establishes and maintains proper communication relationships with community and civic groups, schools, businesses, City departments and the news media. Coordinates fund raising efforts. Orders necessary equipment and supplies for Park and Recreation activities and associated facilities. Attends Division staff meetings and training workshops. . SUPERVISORY RESPONSmILmES: Directly supervises Recreation Coordinator, Recreation Aid Supervisors, Park Assistants, extra labor employees, volunteers and interns. Carries out supervisory responsibilities in accordance with the County's policies and applicable laws. Responsibilities include reporting on a regular basis to the Parks, Recreation and Facilities Manager; participating in the interviewing and hiring process, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Periodically checks progress of work and provides instructions on accomplishing work involving unusual problems. EDUCA nON and/or EXPERIENCE: Bachelors degree in recreation or relevant field required or a combination of education and experience providing knowledge, skills and abilities may be considered in lieu of the BA degree. LANGUAGE SKILLS: Effective writing and speaking techniques to successfully promote park and recreation programming demonstrating interpersonal communication skills and public relations. . Page 2 . JC Job Description: Recreation Supervisor MA THEMA TICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. REASONING ABILITY: Ability to solve problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. CERTIFICA TES, LICENSES, REGISTRATIONS: A valid Washington State drivers license. A basic First Aid card and CPR certification. Membership to Washington State Recreation and Parks Association (WRPA) . OTHER SKILLS AND ABILITIES: Knowledge of the principles, methods and techniques of planning, maintaining, orgamzmg, implementing and evaluating year round recreation programs and recreation facilities for youth and adults of all ages in the areas of classes, special events, teen programming, athletic events, cultural arts and special populations.
