MINUTES
Week of October 10, 2005
Chairman Phil Johnson called the meeting to order in the presence of Commissioner David
W. Sullivan and Commissioner Patrick M. Rodgers.
The Board met in Executive Session from 9:00 a.m. to 9: 15 a.m. with the Deputy Prosecuting
Attorney, the County Administrator, and the Sheriff regarding actual litigation. They came out of Executive
Session and took the following action.
Payment of Punitive Damages for Certain Law Enforcement Officers: Commissioner
Sullivan moved to approve RESOLUTION NO. 64-05 agreeing to pay any punitive damages that might be
awarded against certain commissioned law enforcement officers employed by the Jefferson County Sheriff.
Commissioner Rodgers seconded the motion which carried by a unanimous vote.
PUBLIC COMMENT PERIOD: The following comments were made: a question was asked
about the WRIA 17 meeting that was held last week.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Rodgers
moved to approve the Consent Agenda as presented. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
1. RESOLUTION NO. 65-05 re: Temporary Restriction of Traffic on Oil City Road No. 134309 For
the Barlow Bridge Replacement Project No. CR1680; October 17, 2005 through December 31,2005
2. AGREEMENT re: Construction of Barlow Bridge on Oil City Road, Project No. CR1680;
Jefferson County Public Works; Wilson Construction of Port Angeles, Inc.
3. AGREEMENT re: Land Surveying Services for Donkey Creek Culvert on Clearwater Road, Project
No. CR1626; Jefferson County Public Works; Johnston Land Surveying

Designation of New Alternate to the Washington Counties Risk Pool (WCRP) Board of
Directors: Chairman Johnson moved to designate Deputy Prosecuting Attorney David Alvarez as Jefferson
County's alternate representative on the WCRP Board of Directors. Commissioner Sullivan seconded the
motion which carried by a unanimous vote.
The County Administrator is currently the representative and Chairman Johnson was designated as the
alternate in January. Since Civil Deputy Prosecuting Attorney David Alvarez sits on the Risk Management
Committee for the County, the Board agreed that he should become the alternate if John Fischbach isn't
available.
