In the matter of establishing a
policy regarding work performed for
other Public Agencies by the Jefferson
County Highway Department:
WHEREAS, this Board desires to be on record concerning'(its policy on work
for other public agencies, and in conformance with the Standard of Good Practice
for County Road Departments as established by the County Road Administration Board
under W.A.C. 135.32,
NOW, THEREFORE, the following policy is hereby promulgated:
1. The primary responsibility of the Jefferson County Highway Department
shall be the maintenance and construction of the Jefferson County' Road System.
2. Jefferson County desires to cooperate with other municipal agencies
to provide economical services to the general public and to avoid unnecessary
duplication. The County will perform reimbursable work for other public
agencies and other County departments where it does not interfere with the
primary purpose of the Highway Department.
3. Whenever a 'public agency or county department desires reimbursable
work by' the County Highway Department, it shall submit a signed copy of the
reimbursable work request, as attached hereto, to the Board of County Commis-
sioners 'via the County Engineer. The County Engineer shall make.recommenda-
tions concerning the advisability of performing the requested work. The board
may approve the reimbursable work request if it meets the above criteria. The
County Engineer will make arrangements with the requesting agency for the per-
formance of the work and shall maintain records as prescribed for normal
Highway Department activity.

REQUEST AND AGREEMENT
FOR REIMBURSABLE WORK BY JEFFERSON COUNTY

It is requested that the following work be performed by the Jefferson
County Highway Department~ on a reimbursable basis, for the undersigned public
agency:

The undersigned agrees to pay within thirty days for the above services
at regular Jefferson County costs including but not limited to labor fringe
benefits, overhead and administration costs.
The undersigned further agrees to provide all necessary easements, permits,
rights of way and to protect Jefferson County and save it harmless from all claims
for damages against the County which may result from said work, except actual
negligence by the County in effecting the desired work.
