HomeMy WebLinkAbout066 75RESOLUTION NO. .//--~-'--~ WHEREAS, the Board of County Conm~issioners of Jefferson County nave before it the matter of meeting an emergency to provide additional funds in the amount of $12,000.00 for the Planning Department to allow payment for the Marine Resource Baseline Study; and WHEREAS, the funds expended for this purpose will be reimbursed as per Coastal Zone Management Contract by and between Jefferson County and 'the ~epartment of Ecology, effective July 1, 1975; and WHEREAS, it appears to the Board that an emergency exists as could not have been foreseen or contemplated at the time of making the budget for 1975 and the sum of $12,000.00 is necessary -ho meet such emergency an~ is for the bes't interests of Jefferson County that the apprepriation be made; THEREFORE BE IT RESOLVED %hat an emergency is hereby declered, that an appropriation of $12,000.00 be made for the Planning Department to be 'used for the purpose as set forth. BE IT FURTHER RESOLVED that a public hearing be held on said emergency appropriation and that said hearing be held in the County Co~s~issioners Chamber of Jefferson County on the 27th day of October, 1975, at the hour of 10:00a.m.~ and that notice of said hearing be published in the official newspaper of Jefferson County and that, at said nearing any interested taxpayer may appear and be heard for or against the appropria%io'e for such alleged emergency. Mercer Member ' JEFFERSON COUNTY MgRINE'RE'SOURCE'SBKSEL'INE 'STUDY Introduction Some of the most valuable resources in.Jefferson County are its shoreline areas. Many are highly productive biolog~ ically and support extensive wildlife, and are therefore economically important. .Due to the ~esthetic value of these areas, they are.highly desirable for development. In order to make wise shoreline management decisions and permit eva. 1- uations, a data base which.incorporates physical and biolog- ical characteristics of these areas .is urgently needed. The goal of this 6rmonth study (Phase I) is to identify' key areas within the, county, which are.of highest potential for development, perform a series of physical and biological. measurements on each, and combine these data into .a..easily understandible report which can be used.in the. planning pro4 cess. Due to time limitations, the.number of sites.which can be considered under Phase I is necessarily limited. The data generated by the study will serve as a base from which subse- · quent phases can proceed to complete the biological understand- ing and inventory of the shoreline ecosystems in Jefferson County. Under the guidance and sponsorship of the Jefferson County Planning Department.and the Shoreline Management Advisory Commission (SMAC), Anthony Roth, a local marine ecologist, will conduct the study. As paPt of their school curriculum, local_ students will work with' the study as. research technicians,. assisted by their advisors. During the project period, invest- igation teams will assist the Jefferson CountY Planning Depart- ment by collecting information for the evaluation'of individual development permits. Program Components During the course of the project the following elements will be performed or developed: Planning and preparation, including literatUre search. Area Recounaissance. Finalization of investigation sites, data criteria and meet- ings with SMAC and Planning Department. - Report preparation and presentation, including: 1. Descriptions of individual shoreline areas: Biological communities interactions, physical features and inter- actions, present land use, and potential use suggestions° 2° Graphic aids to clarify information where necessary. 3. An addendum of compiled data providing information for future and continuing study. - Consultant services to Jefferson County Planning Department and SMAC: short-term, specific area investigations to aid in rapid and successful administration and enforcement of the Shoreline Management Act. ~Koject Duration This study will take place during fiscal year 1976, begin- ning July 1, 1975 and terminating.December 31, 1975.
