RESOLUTION FOR JUVENILE PROBATION SERVICES
The Board of County Corrnnissioners of Jefferson County,
State of Washington, believe there is a need for a special supportive
program in the Juvenile Probation Department in the administration of
probation services for the delinquent and incorrigible juvenile in
Jefferson County and that funds for such a program have been provided
by RCW 13.06.030, entitled, "Probation Services---A1ternative
Program"; from January 1, 1978 to December 31, 1978.
BE IT THEREFORE RESOLVED that pursuant to administrative
Order No. 7 of the Bureau of Juvenile Rehabilitation, the Board intends
to imp1iment an Alternative Su~ervi$ion Program in this County; make
application for funds available under the Probation Subsidy Bill with
the approval of G.B. Chamberlin, Judge of the Superior Court and Tyler
C. Moffett, Judge of the Superior Court) designates Dorothy A. Cadwell,
Director of Juvenile Court Services, Jefferson County, Washington, to
coordinate planning, certification and the making and submission of
claims for reimbursement from the Bureau of Juvenile Rehabilitation.

ALTE&~ATlVE SUPERVISION PROGRAM PROPOSAL
January 1, 1978 through December 31, 1978
I. ELIGIBILITY POOL
All delinquent referrals to Juvenile Court from all sources will be
considered regardless of sex, race, color, creed or national origin.
All children between the ages of 8-18 manifesting serious anti-
social behavior will be considered for admission to this program.
II. CASE SELECTION
Selected children will be admitted only after a case conference
which shall include the follow personnel:
A. Alternative Supervision Unit
1. Assistant Director of Intake
2. Alternate Probation Counselor
Admission will be made upon the recommendation and mutual agreement
that the specific needs of a particular probationer would benefit by
this program. The Probation Counselor will be responsible for a
maximum caseload of thirty delinquent and/or incorrigible boys and
girls.
III. DESCRIPTION OF PROGRAM
A. Diagnosis
Matching cases to services will be made only after all available
information regarding ecomonic, educational, family and all the
possible lay and professional sources within the community
consented.
B. Treatment
1. Education
a. Consideration in the area of education will be based
on the probationer's educational ability.
1. Private tutoring will be made available through
the Court's Volunteer Program.
2. Vocational education in private or public schools.
3. General Education Development program through the
Peninsula College.
IV. PSYCHIATRIC CONSULTATION AND PSYCHOLOGICAL SERVICES
A. Psychiatric Services will be conducted for the purposes of
diagnosis and as treatment when necessary.
B. Psychological Services will be provided through the Jefferson
County Mental Health Center and any other psychological services
that may be available.
C. Bayview Diagnostic Program will provide a Diagnostic Coordinator
to accept diagnostic referrals and submit subsequent reports
and recommendations. The Coordinator will be responsible for
completing diagnostic treatment planning with a complete report
with recommendations to the Court, compiled on a thirty day
basis. Where applicable, this diagnosis will be available
prior to the Court's disposition.

D. Family Counselling
1. These services will be used when and where available to
the needs of the cases.
E.Recreational Program
1. Utilization of all existing private and public facilities
is anticipated on an individual as well as a group basis
when and where appropriate.
2. Special consideration will be given to improving the
present Court sponsored outdoor camping program as is
outlined.
The purpose of this proposal is to describe and explain the intent
and ideas behind one of the subsidary programs recently initiated
by the Jefferson County Juvenile Court. This program is referred
to as a camping program; an activity which enable a probation
counselor and several of his probationers to embark on a two or
three day trek into the Olympic backcountry.
The intent and goals of the program are two-fold. The most
important objectives are to provide an opportunity for some of
the youth who have only failure to their lives to experience a
meaningful accomplishment. The type or kind of success the
individual may find will vary from building a camp fire to pre-
paring a meal for four or five people. The feeling of success-
fully completing a hike through rough terrain can be termed a
success for youngsters who have never been exposed to this kind
of activity.
F. Work Program
The following is a proposal that will enable the Jefferson County
Juvenile Probation Department to hire and place teenage youths
who have been referred to this Court for reasons of delinquency
and/or incorrigibility. These youths will be placed in the various
offices and agencies of government.
The Clallam County Juvenile Court will be responsible for issuing
payroll for the youths and making the necessary deductions every
two weeks. Each youth will earn $2.50 per hour. After the youths
have been placed ini:their respective jobs, the Probation Counselor
will make a supervisory visit twice each week. Also, every two
weeks the youths in this program will assemble in a group so they
can discuss the jobs; likes and dislikes.
Some of the objectives of this program are as follows:
1. Put youths to work, many for the first time.
2. To provide youths with a regular work routine and good
work habits.
3. To help youths develop a sense of responsibility.
4. To enable youths to earn money for personal needs.
5. These youths will have an introduction to various
vocational opportunities that might be available to
them after they graduate from high school.
6. To increase their dependency upon themselves.
7. To assist in 'paying restitution for any crimes they may
have committed.
G. Clothing and General Emergency Services
1. Clothing will be provided for emergency purposes when
needed to benefit the probationers; work and school, etc.

a. When needed, funds for bus fare, haircut, lunch
money, etc., will be provided.
V. ADMINISTRATIVE CONTROLS
The staff will meet weekly in a regular session for general
overall evaluation of programs and probations' responses to
the services. In addition, weekly sessions with Supervisor and
Probation Counselor will be held for specific cases and program
consideration will be planned.
VI. CASE TERMINATION FROM THE UNIT
A. Staff agreement by all evaluation means will result in a
transfer out of the alternative supervision program all
probationers who have:
1. Benefited to the maximum.
2. Been able to adjust to service practices.
3. Progressed to the point that removal would not be
detrimental and the position could be filled with a
more critical case.
4. Reach the point at which probation could be terminated.
VII. UNIT PERSONNEL
The unit consists of:
A. County Administration Official
B. One Probation Officer.
1. Minimum of four years Probation Officer and case load
experience.
VIII. UNIT PHASING-IN PLAN
Jefferson County has participated in a special supervisory program
as of July 1, 1971. This program already has thirty cases assigned
to it. If this alternative program is accepted, the program will
assume the cases presently set up for those probationers assigned.

X. STATEMENT OF ASSURANCE
The following statement assurance is hereby made by Dorothy A.
Cadwell, Director of Juvenile Court Services, Jefferson County,
Port Angeles, Washington, with the knowledge and consent of the
Court of the State of Washington, in and for the County of
Jefferson. The Jefferson County Juvenile Probation Department
hereby assures the Washington State Department of Social and
Health Services, Bureau of Juvenile Rehabilitation that all
facilities and services described in the attached application
for special funds will be available to probationers in the
alternative supervision program wherein the judgement of the
Probation Counselors and the supervision of such facilities
or services are reasonable essential to achieve rehabilitation.

Clallam County further assures the State Department of Social
and Health Services, Bureau of Juvenile Rehabilitation, that
it will not in the operation and administration of the program
and services of the County alternative supervision program,
refuse or deny admission to employment or otherwise deny
participation in such program on the ground of race, creed,
color or national origin.
