RESOLUTION NO. (;,/-77
WHEREAS, the Board of County Commissioners, Jefferson
County, Washington, has determined it in the best interest of the
county to enter into an Emergency Services aid compact by and between
Jefferson County, State of Washington, and each and all other cities,
counties, fire protectiondistricus, and other municipal corporations
and political subdivisionS of the State of Washington, to voluntarily
aid and assist each other by the i~terchange of services and facilities
in the event of a disaster; and
WHEREAS, mutual aid extended pursuant to this agreement
and the operational plans therewith associated shall be funished in
accordance with the provisions of Chapter 38.52 RCW; now therefore,
BE IT RESOLVED, that said mutual aid agreement was signed
by the Board of Jefferson County Commissioners, on August 15, 1977,
copy of such agreement and action to be filed with the Department of
Emergency Services, and shall be effective as of this date.

SUBJECT: Rescission of Outdated Mutual Aid Agreements
Dear Sheriff Piccinni:
The 81 agreements listed in the enclosure, with various dates from October 1951 through
August 1977, entered into between Washington State Emergency Management, formerly known
as the Civil Defense Department, and subsequently the Department of Emergency Services,
and various fire districts, municipalities, and local jurisdictions are hereby rescinded. These
jurisdictions are represented by the counties of Asotin, Benton, Chelan, Clallam, Clark,
Columbia, Cowlitz, Douglas, Grant, Grays Harbor, Island, Jefferson, King, Kitsap, Kittitas,
Klickitat, Lewis, Mason, Okanogan, Pacific, Pierce, San Juan, Skagit, Skamania, Snohomish,
Spokane, Stevens, Thurston, Walla Walla, Whatcom, Whitman, and Yakima.
The agreements were written under the provisions of the Civil Defense Act of 1951 and are
hereby terminated, as the statute that they were created under is not currently in force. Mutual
Aid Agreements are covered in WAC 118-30-060 and promulgated in the 1996 Washington
State Comprehensive Emergency Management Plan (CEMP), with changes and supporting
plans such as the Washington State Fire Resource Mobilization Plan.
Jurisdictions, municipalities, and districts holding these agreements should destroy such
documents upon receipt of this letter. Copies held by the Washington State Military
Department, Emergency Management Division will be retired to records holding for a period of
seven years and then be destroyed.

MUTUAL AID AGREEMENT
EMERGENCY SERVICES
This agreement is made and entered into by and between Jefferson
County, State of Washington, and each and all other cities, counties,
fire protection districts, and other municipal corporations and political
subdivisions of the State of Washington, however, designated, which are
or may become parties to this agreement by executing and filing said
agreement in the manner prescribed herein.
WHEREAS, it is necessary that all of the resources and facilities
of the state, its various departments and agencies, and all its
political subdivisions, municipal corporations, and other public
agencies be made available to prevent and combat the effects of disas-
ters which may result from such calamities as flood, fire, earthquake,
pestilence, war, sabotage, riot, etc.:
WHEREAS, it is desirable that each of the parties hereto should
voluntarily aid and assist each other by the interchange of services
and facilities, including but not limited to fire, police, medical and
health, communication, and transportation services and facilities, to
cope with the problems of rescue, relief, evacuation, rehabilitation,
and reconstruction which would arise in the event of a disaster;
WHEREAS, it is necessary and desirable that an appropriate agree-
ment be executed for the interchange of such mutual aid;
NOW, THEREFORE, IT IS HEREBY AGREED by and between each and all
of the parties hereto as follows:
1. Each party to this agreement shall develop a plan providing
for the effective mobilization of all of its resources to cope with each
of the various types of disaster.
2. Each party hereto agrees to furnish those resources and render
those services to each other party hereto necessary to assist in the
prevention and combating of anticipated or existing disasters in
accordance with heretofore or hereafter adopted mutual aid operational
plans. Such plans shall list the manpower and resources on hand and
indicate the method and manner by which such resources and services

agreement shall be required to make resources available or render
service to any other party when by doing, an unreasonable danger to
the lives or property of that party's residents would result. The
furnishing party shall determine what resources and services can be
reasonable provided within that limitation.
3. It is hereby understood that mutual aid provided pursuant
to this agreement, and the operational plans adopted hereunder,
shall be available and furnished in all cases of local peril or
emergency either anticipated or proclaimed except as provided for in
Paragraph 2.
4. It is hereby understood that the agreements entered into
hereunder and the corresponding mutual aid operational plans adopted
thereto shall not supplant pre-exisitng mutual aid agreements nor
deny the right of any party hereto to negotiate supplemental mutual
aid agreements. Unless otherwise lawfully prohibited by pre-existing
agreements, mutual aid extended pursuant to this ag~eement shall be
reimbursed by the party requesting such aid, on the basis of actual
cost incurred by the furnishing party and in accord with guidelines
established by the Department of Emergency Services unless by mutual
agreement two parties agree to furnish aid at no cost.
5. Mutual aid extended pursuant to this agreement and the
operational plans therewith associated shall be furnished in accor-
dance with the provisions of Chapter 38.52 RCW, as well as other pro-
visions of law. The responsible local official in whose jurisdiction
an incident requiring mutual aid has occurred shall remain in charge
at such time as mutual aid is provided including the direction of
such personnel and other resources as are provided pursuant to this
agreement unless said local official shall delegate such -responsibility.
6. This agreement shall be effective as to each party when the
legislative body of each such party has approved the same by resolution
or ordinance or other comparable action, and has filed a copy of said
resolution ordinance, or other action with the Department of Emergency
Services. Said agreement shall be operative and pinding until terminated
by said participant or by mutual agreement. Termination of said
agreement shall be by resolution, ordinance or other appropriate action
and shall not affect the operation of said agreement as between any
other parties. Notice of termination shall be filed with the Depart-
ment of Emergency Services.

7. Termination of a party's participation in this agreement or
any particular operational plan may be effected by resolution or other
appropriate action of the governing body of said party, adopted with
the same formality as that party's original approval of this agreement,
and filing a copy of the resolution of said termination action with
the Director of the Department of Emergency Services: PROVIDED, that
no such termination shall be effective until the expiration of twenty
days following said filing.
