CREATING AN EQUIPMENT
RENTAL AND REVOLVING FUND
1978
WHEREAS, the equipment rental and revolving fund, created under
authority of RCW 36.82.220, has been phased out by legislative action in
Chapter 67, Laws of 1977, Regular Session, and
WHEREAS, the county equipment and rental revolving fund, created
under authority of RCW 36.32.274, has also been phased out by said legisla-
tive action, and
WHEREAS, said legislative action requires that each board of
county con~issioners shall establish by resolution an equipment rental and
revolving fund for the county road department, and
WHEREAS, said legislative action requires annual review of all
equipment rental rates by the Board of County Commissioners, and
WHEREAS, Bulletin 181, office of state auditor, division of
municipal corporations, dated September 1, 1977, sets forth a procedure
for implementation of said legislative action,
NOW THEREFORE, BE IT RESOLVED THAT: The Board of County Com-
missioners of Jefferson County, acting under the authority of Chapter 67,
Laws of 1977 and State Auditor Bulletin 181, September 1, 1977, do:
(l) Hereby establish an "equipment rental and revolving fund",
hereinafter referred to as lithe fund", in the county treasury to be used
as a revolving fund for the purchase, maintenance, and repair of county
road department equipment; for the purchase of equipment, materials,
supplies, and services required in the administration and operation of the
fund; and for the purchase or manufacture of materials and supplies needed
by the county road department;
(2) Hereby direct that all assets of the old equipment rental
and revolving fund be transferred to the fund as of January 1, 1978;

(3) Hereby find that the accumulation for replacement in the
old equipment rental and revolving fund was underfunded by $152,243.00
and therefore direct that a transfer to the fund of said amount be made
from the road fund on the following payment schedule:
January 3, 1978
July 3, 1978
$102,243.00
$ 50,000.00
(4) Hereby direct the County Engineer to administer the fund
and to be responsible for establishing the terms and charges for the sale
of any materials or supplies which have been purchased, maintained or
manufactured with monies from the fundi
(5) Hereby direct the County Engineer to establish rates for the
rental of equipment owned by the fund to cover all costs of maintenance and
repair, material and supplies consumed in operating or maintaining the
equipment, and the future replacement thereof. The rates shall be subject
to review by this Board in February 1978 and annually thereafter.
(6) Hereby direct that all budgeting and accounting required to
implement this action be done in accordance with the BARS manual and with
instructions contained in pertinent state auditor bulletins.
