RESOLUTION NO. 66-73
IN THE MATTER OF AGREEMENT )
BETWEEN CLALLAM AND JEFFERSON )
COUNTIES TO COMPLETE RIVER )
BASIN PLANNING )
WHEREAS, the Boards of County Commissioners of Clallam and
Jefferson Counties have met in regular session; and
WHEREAS, the respective Boards of County Commissioners have
recognized their joint concern and obligation for the water
quality within the State of Washington Sewerage Drainage Basins
17, 18, 19 and 20, which includes all or parts of those counties,
and have deemed it necessary to jointly plan for improving the
water quality and eliminating pollution within those basins to
protect the public health, safety and general welfare; and
WHEREAS, the State of Washington has designated the Clallam
County Planning Department to serve as Basin Plan Coordinating.
Agency within Sewerage Drainage Basins 17, 18, 19 and 20, to
provide liaison with the respective counties and the State of
Washington, Department of Ecology in attaining the desired water
quality levels as established in the Federal Water Quality
Standards and the State of Washington Water Quality Regulations;
and
WHEREAS, the Board of C1a11am County Commissioners has
received a commitment for funds from the Department of Ecology
to carry out the necessary water quality planning program, and
has retained a consulting firm to assist in said endeavor, and
WHEREAS, confirmation has been received from the State of
Washington assuring that past water quality studies, both private
and public, are allowable as local matching contributions,
NOW THEREFORE BE IT RESOLVED, that the Boards of County
Commissioners from Jefferson and Clallam Counties cooperate to the
end that the aforementioned program be carried out for the benefit
of citizens within the respective jurisdictions.
FURTHER, to jointly establish a River Basins Coordinating
Council, comprising equal representatives from each county, as
designated by the respective Boards of County Commissioners, to
review all plans and recommend such actions as are necessary to

complete and maintain the North Olympic Peninsula River Basins
Plan.
EFFECTIVE DATE: This Resolution shall be effective upon the
signatures of each Board of Commissioners.
