HomeMy WebLinkAbout002 72 RESOLUTION NO. 05 ~ p ~ TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED: We, the Commissioners of Jefferson County in the State of Washington, respectfully petition as follows: WHEREAS, a resolution of our nation I s myriad and diverse domestic problems is contingent upon a viable partnership between the federal government and strengthened local governments; and WHEREAS, Increasing demands upon local governments for essential public services have compelled the citites and counties to rely heavily on highly regressive and inelastic consumer taxes and property taxes; and WHEREAS, Federal revenues based predominantly on income taxes increase Significantly faster than economic growth I while state and local revenues based heavily on sales and property taxes do not keep pace with economic growth; and WHEREAS, The fiscal crisis at state and local levels has become the overriding problem of intergovernmental relations and of continuing a viable federal system; and WHEREAS, The evident solution to this problem is a meaningful sharing of federal income tax resources; and WHEREAS, The United States Congress I despite the immediate and inperative need therefor I has failed to enact acceptable revenue sharing legislation; and WHEREAS, Further delay in enactment of this vitally needed federal legislation will further worsen the financial crisis faced by local and state governments in the State of Washington; -1- ~ .i# NOW, THEREFORE, BE IT RESOLVED, By the County Commissioners of Jefferson County in the State of Washington, that the Congress of the United States pursuant to the authority invested in it does make available each year to local and state governments I by means of direct allocation without limiting directly or indirectly the use of such monies for any purpose not inconsistent with any other provision of the Constitution of the United States; and BE IT FURTHER RESOLVED, That this vitally needed legislation be immediately passed by the Congress of the United States now assembled so as to provide for the maintenance of existing and desired level of essential County Services. BE IT FURTHER RESOLVED, That copies of this Memorial be immediately transmitted by the City Clerk to the President of the Senate of the United States I the speaker of the House of Representatives of the United States, and to each member of the Congress from this state.
