O'Meara, Chairman Jefferson County Board of Commissioners Jefferson County Courthouse Jefferson and Cass Streets Port Townsend, Washington 98368 Dear Mr. O'Meara: , Chapter 282, Laws of 1971 Extraordinary Session, was signed into law by the Governor on May 21, 1971. Section 25 of this act provides for the transfer of possession and title to all personal property purchased for and used by the Office of the County Super- intendent of Schools. (See attached) A complete inventory of all property in the possession of the county school office during the period of January 1, 1969 through July 1, 1969 has been enclosed. This property is presently in the possession of Intermediate School District 114. The ISD 114 Board of Directors does hereby request that *e Title of Ownership for this property be transferred by resolution from Jefferson County to Intermediate School District 114. The Directors has asked me to express their appreciation for your support and cooperation during the past year. We are looking forward to another year of service to the schools of Jefferson County. There is added to Chapter 176t Laws of 1969 Ex. Session and to Chapter 28A.21 RCW a new section to read as follows: Possession and title to any and all personal property or equity in such property purchased in whole or part with county, statet school districtt or federal fundst or any combination of the above, for the use or direct benefit of an office of county superintendent or intermediate district and used and/or in the possession of such office fifty percent or more of the time during the period of January 1t 1969 through July 1, 1969, shall immediately be transferred to and vested in the intermediate school district encompassing the largest percentage of the common school students in the respective county. In the event of dispute regarding the transfer of property, the county board of commissioners or the intermediate school district boardt within thirty days after the effective date of this 1971 amendatory actt may require the governor to form an arbitration committee to decide the dispute within sixty days of the request. Decisions of the arbitration committee shall be final. The committee membership shall consist of one member appointed by the governo~t who shall serve as chairman of the arbitration committee and shall call its first meeting; one member appointed by the affected board of county commissioners; and one member appointed by the affected intermediate school district board: PROVIDEDt That no member of the arbitration committee shall be a member of the appointing boards: PROVIDED FURTHER, If necessary to order an equitable transfer of property or equity in such property, the arbitration committee may waive any of the provisions of this section regarding use or possession of such property.
