HISTORY: The proposed new classroom is located in the Irondale - Port Hadlock UGA. The project is located in a Conversation Futures Area (Sunfield Farm 2003). Septic
System permitted under SEP2018-00135.

3. The proposed project is located in Agricultural Lands. A disclosure of potential nuisances will be included in the permit.
SEPA EXEMPT: WAC 197-11-800(1)(b)(iv): "The construction of an office, school, commercial, recreational, service or storage building with 4,000 square feet of gross floor
area, and with associated parking facilities designed for twenty automobiles. This exemption includes parking lots for twenty or fewer automobiles not associated with a
structure".
ARCHEOLOGY: The proposed classroom is located in a Archaeological Site. According to Stephanie Jolivette, Local Government Archaeologist at DAHP, on 3/31/2021,
"Although the proposed classroom building project is located in an area determined to be at high risk of containing archaeology, a previous archaeological survey of the property
in 2016 did locate any archaeological resources. Based on the results of the survey entitled “Cultural Resources Survey and Presence/Absence Testing of the Sunfield
Education Association Parcel, 10903 Rhody Drive, Port Hadlock, Jefferson County, Washington,” the DAHP is recommending that the project move forward following a standard
Inadvertent Discovery Plan. I have assigned this undertaking to DAHP Project 2021-03-01884".
STREAMS: According to the Jefferson County GIS maps, there is a Type "Ns" Stream (seasonal non-fish bearing) running across the northern areas of parcel 901034003. The
proposed classroom meets the 50-75 ft stream buffer. No further action required.
WETLANDS: According to the Jefferson County GIS maps, there is a wetland located on the property. The proposed classroom is located over 500 ft away from the wetland,
and therefore meets the maximum 300 ft High Impact Buffer Width (feet). No further action is required.
GEOHAZARD: There is a Slight Landslide Hazard Area and Seismic Hazard Area located on-site. The proposed classroom is located in a low to moderate liquefaction
susceptibility area. No further action required.
CARA: The proposed classroom is located in a SARPA + SUSC. The property is over an acre in size. No special measures required.
LANDSCAPING: The proposed classroom is adjacent to commercial and residential uses. 15-FT Screen A Landscaping proposed. Meets JCC 18.30.130(5)(a).
STORMWATER: The applicant has proposed one tightline to a "rocky outfall". 3 Downspouts are required for 1,864 square feet of roof area.

(1) MEDUIM STORMWATER PACKET: According to the submitted Stormwater Calculation Worksheet, the applicant is proposing 2,362 square feet of new impervious
surface. Projects proposing over 2,000 square feet of new impervious surface are considered "Medium Stormwater Projects" and are required to meet Minimum
Requirements #1 -5 of the 2019 Stormwater Management Manual for Western Washington ("2019 SWMMWW"). Please review, fill out, sign, submit the Medium
Stormwater Packet for this project.
(2) STORMWATER BMPS: The submitted site plan (received July 11th, 2022), shows one proposed downspout tight-line to a 50 foot flow path. According to the 2019
SWMMWW, "a maximum of 700 square feet of roof area may drain to each splashblock". Three "rocky outfalls" and three 50 foot vegetated flow paths are therefore required for
the proposed 1,864 square feet of roof area. The Jefferson County Department of Community Development ("DCD") is therefore requesting revision of the site plan showing
and labeling the proposed modular building stormwater management best management practices (e.g. Three "rocky outfalls" and three 50 foot vegetated flow paths).
PLEASE NOTE:
When filling out the Medium Stormwater Packet, the applicant will be asked to choose what best management practices they are proposing, such as silt fences or wattles.
Please revise the submitted site plan to also show and label the location of these best management practices.
