PROJECT DESCRIPTION:
ZON2022-00034 - STORMWATER MANAGEMENT PERMIT - Remove 1,879 square feet of dangerous trees in a
geologically hazardous area. The applicant has a geotechnical report on file from Northwestern Territories, INC dated
in 2017.

CONDITIONS:
1.)This APPROVAL is for 1,879 sq. ft of land disturbing and vegetation/tree removal activities on parcel 998200221
to remove dangerous trees. Any future permits on this site are subject to review for consistency with applicable
codes and ordinances and does not preclude review and conditions which may be placed on future permits.
2.)Prior to any land disturbing activity, the applicant must comply with other local, state, and federal ordinances,
regulations, or statutes applicable to the proposed development.
3.)The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and
sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during
construction, and in the design and operation of stormwater and drainage control systems.
4.)The identified Fish and Wildlife Habitat Area Type NF Seasonal Stream, shall maintain a vegetative buffer
setback of 50 feet. The setback shall be measured horizontally from the Ordinary High-Water Mark (OHWM) to
any land disturbing activity.
5.)The approval does not include any trees from the 50-ft stream buffer. Any proposals to remove further
vegetation will require another permit. Only those areas highlighted on the approved site plan are allowed for
removal.
6.)The revised site plan as submitted on August 12, 2022, has been reviewed for consistency under the UDC, and
has been approved by Jefferson County Department of Community Development. Any modifications, changes,
and/or additions to the stamped, approved site plan dated August 12, 2022 shall be resubmitted for review and
approval by Jefferson County Department of Community Development.

The Administrator finds that this application complies with applicable provisions of the Unified Development
Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County
Comprehensive Plan and Land Use map.
Jefferson County determined that this proposal is categorically exempt from review under the State
Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(2)(e)
The applicant is proposing to create or add 0 square feet of impervious surface and 1,879 square feet of land
disturbing activities. JCC 18.30.060 and 18.30.070 require your proposal comply with Minimum Requirement
#2 (Construction Stormwater Pollution Prevention) of the Department of Ecology Stormwater Management
Manual for Western Washington to control stormwater, erosion and sediment during construction. BMPs shall
address permanent measures to stabilize soil exposed during construction, and in the design and operation of
stormwater and drainage control systems.
The application was reviewed by the Jefferson County Department of Community Development staff on August
8, 2022, for the potential presence of Critical Areas under the provisions of the Unified Development Code
(UDC). An initial Geographic Information Systems mapping review confirmed the following Critical Areas on the
subject property: Unstable and Intermediate Shoreline Slope Stability, Seismic Hazard Area, Susceptible
Aquifer Recharge Area, Coastal SIPZ.
APPEALS:
Pursuant to RCW 36.70C, the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior
Court within twenty-one (21) calendar days of the date of issuance of this land use decision. For more information related to
judicial appeals see JCC 18.40.340.
