To be included in the RAP Priority Array for 2023-2025 Rural Arterial Trust Account grants, grant application criteria must be submitted to CRAB via the on-line database by September 1, 2022. Analysis/Strategic Goals/Pro's Et Con's: This project will complete a 2R asphalt overlay of a segment of Paradise Bay Road from milepost 3.743 (Paradise Bay Road/Andy Cooper Road intersection) to milepost 6.000 (Paradise Bay Road/SR 104/Shine Road intersection). Paradise Bay Road is a Rural Minor Collector that serves as the primary connection to the greater Port Ludlow community. This project will coincide with WSDOT's proposed construction of a roundabout at the Paradise Bay Road/SR 104 intersection at the west end of the Hood Canal Bridge. Fiscal Impact/Cost Benefit Analysis: Jefferson County relies on RAP as an external source of funds. CRAB administers the competitive selection process by regions in which the local agency is given the opportunity to select local significance of projects. Preliminary budget planning estimates indicate the total cost of the project is $1,362,000. If selected, RAP will fund $1,225,800 (90%); County Road funds will be needed for the remaining $136,200 (10%) This project will be included in the adopted 2023-2028 6-year Transportation Improvement Program (TIP). Recommendation: Authorize the Chair of the Board of Commissioners to sign the RAP Final Prospectus for the Paradise Bay Road M.P. 3.743 to M.P. 6.000 Overlay Project. 'The existing west shoulder will be restored to it's full T-4' width, from Andy Cooper Road for one-hal (mile to the south, to match the adjoining segments. Horizontal Alignment: No changes in horizontal alignment are planned. Vertical Alignment No changes in vertical alignment are planned. Width: project will maintain the current 11' lanes and S 4' shoulders. Other: Clear Zone, Slopes, Guardrail, Illumination, signals etc.: The clear zone will be improved by removing any above -ground obstacles and upgrading or relocating the signing. This project will complete the 2R asphalt overlay of a segment of Paradise Bay Road from M.P. 3.743 (end of previous adjoining asphalt improvement segment) to M.P. 6.000 (SR 104/Paradise Bay Road/Shine Road intersection).
