Regular Meeting — August 8, 2022, 9:00 a.m.
Jefferson County Courthouse —Commissioners' Chambers

CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and
Commissioner Greg Brotherton participated in the meeting remotely. Chair Eisenhour called the
meeting to order at the appointed time. She noted that it is National Farmer's Market Week.
Commissioner Dean stated that the Senate passed a$370 Billion Climate Legislation Bill, written
mostly by a local Chimacum graduate.
PUBLIC COMMENT PERIOD: Chair Eisenhour called for public comments, none
were received.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.
1. AGREEMENT re: Family and Juvenile Court Improvement Plan (FJCIP); In the Amount of
$31,000 approved in the 2023 Budget; Jefferson County Juvenile Services; Administrative
Offices of the Courts (AOC)
2. AGREEMENT, Amendment No. 5 re: Dosewallips R Powerlines Acquisition and Design;
Additional Amount of$99,955 for a Project Total of$471,129; Jefferson County Environmental
Public Health; Washington State Recreation and Conservation Office (RCO)
3. AGREEMENT, Interagency No. K7241, Amendment No. 1 re: Increase Awareness and
Accessibility for Residents with Disabilities; No Dollar Amount, Time Extension Only; Jefferson
County Public Health; Jefferson County Accessible Community Advisory Committee (ACAC);
Washington State Employment Security Department
4. AGREEMENT re: Local Agency Haul Road/Detour(Detouring US 101 Traffic over Center
Road during the Leland Creek and Tributaries Fish Barrier Removal Project);No Dollar

PUBLIC COMMENT PERIOD: Chair Eisenhour called for public comments, none
were received.
COMMISSIONERS' BRIEFING SESSION: The Commissioners and County
Administrator discussed recent meetings they attended, and miscellaneous topics.
PUBLIC COMMENT PERIOD: Chair Eisenhour called for public comments, none

COMMISSIONERS' BRIEFING SESSION - Continued: Chair Eisenhour reviewed
upcoming meetings.
PUBLIC COMMENT PERIOD: Chair Eisenhour called for public comments, none
were received.
COMMISSIONERS' BRIEFING SESSION - Continued: Commissioner Dean,
Commissioner Brotherton and County Administrator McCauley reviewed upcoming meetings.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County. Emergency Management Director Willie
Bence stated that the All-County Picnic will be held Saturday, August 20-21, 2022. He also provided
information on the current heat wave.
The meeting was recessed at 10:17 a.m. and reconvened at 10:31 a.m. with all three
Commissioners present.
EXECUTIVE SESSION: An Executive Session was scheduled from 10:30 a.m. to
11:15 a.m. Chair Eisenhour announced that the Executive Session will be held from 10:30 a.m. to
11:15 a.m. regarding Attorney-Client Privilege, Potential Litigation under exemption RCW
42.30.110(1)(i) as outlined in the Open Public Meetings Act. Staff present: County Administrator, Chief
Civil Deputy Prosecuting Attorney, Civil Deputy Prosecuting Attorney, Department of Community
Development(DCD) Director, DCD Planning Manager and DCD Associate Planner. The Board
resumed the regular meeting at 11:16 a.m. Chair Eisenhour announced that the Board will be extending
the Executive Session from 11:16 a.m. to 11:36 a.m. The Board resumed the regular meeting at
11:37 a.m. Chair Eisenhour announced that the Board will be extending the Executive Session from
11:37 a.m. to 11:47 a.m. Chair Eisenhour announced that the Board will be extending the Executive
Session from 11:48 a.m. to 12:00 p.m. The Board concluded the Executive Session and resumed the
regular meeting at 12:01 p.m.
The meeting was recessed at 12:01 p.m. and reconvened at 1:31 p.m. with all three
Commissioners present.

WORKSHOP re: Jefferson County Forest Stewardship: Chickadee Forestry Owner
Malloree Weinheimer and her team reviewed forestry stewardship in Jefferson County and answered
questions posed by the Board. After discussion, Chair Eisenhour opened the floor to allow for Public
Comments. Two comments were received.
WORKSHOP re: Department of Community Development (DCD); Stock Plans,
Housing Program, Policy and Plan Implementation Strategy: DCD Director Brent Butler, DCD
Building Permit and Administrative Services Manager Jodi Adams, and DCD Plans Examiner Phil
Cecere were present to brief the Board on stock house plans. Planning Commission members Arlene
Alen, Matt Sircely and Kevin Coker were also present and answered questions posed by the Board.
After discussion, Chair Eisenhour opened the floor to allow for public comments. One comment was
received.
The meeting was recessed at 4:08 p.m. and reconvened at 4:16 p.m. with all three
Commissioners present.
BRIEFING re: 2022 Washington Counties Risk Pool (WCRP) Insurance Premium
Increases: County Administrator Mark McCauley and Chief Civil Deputy Prosecuting Attorney Philip
Hunsucker were present to discuss the reasons for the upcoming WCRP premium increases.
ADDITIONAL DISCUSSION ITEMS: Not discussed.
NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meeting at 4:29 p.m.
until the net regular meeting or special meeting as properly noticed.
