RESOLUTION NO. /- 0 q
WHEREAS, there has been brQ\lght .to 'the attention of
the Board or County Commissioners tor Jefferson County
that the provisions ot Initiative 242 are now part and
parcel of the substa~'ii 'Ye"'law of the State of Washington
and that it is inewabent upon Jefferson County to purchase
what in said Initiative is defined as a "Breathalyzer,"
and that the cost thereof, as near as can be determined,
including the neceaaary accessories and sales tax, is the
s~ of 1980.00, and
WHEREAS, it further appears in Chapter 239 of the
Laws of Washington, 1967, that governaental units should
unite to make the most efficient use of their powers by
cooperation on the basis of mutual advantage and thereby
to proTide service and facilities in a manner and pursuant
to forms of governmental organization, and,
WHEREAS, this Board has been informed and thereby
believes and finds that the City Council of the City of
Port Townsend will enact an ordinance embracing the pro-
visions of said Initiative No. 242, and
WHEREAS, it appears to be in the interest of local
autonomy and self-government that Jefferson County and
the City of Port Townsend join in the purchase and sub-
sequent use of a "Breathalysern, and
WHEREAS, the effective date of said Initiative No.
242 was a date subsequent to the adoption of the official

budget of the Current Expense Fund for the year 1969, and
WHEREAS, it appears that an emergency exists and that
the expenditure of funds for such purpose could not have
been reasonably foreseen at the time ot the making ot said
budget, now therefore,
It is UllNIMOUSLY RESOLVED that it is the sense of
this Board that the City of Port Townsend and Jefferson
County join in the purchase of a "Breathalyzer", and that
the atorementioned facts constitute an emergency, and
that the es~1mated amount of funds to meet such emergency
chargeable to Jefferson County, is $490.00, and
It is FURTHER RESOLVED that notice of a publio hearing
UPOR such proposed expenditure shall be given, said hearing

ot said day in the ~is8ioner8' Rooa in
the Jefferson County Courthouse, Port Townsend, Washington.
PROVIDED HOWEVER, that this Reaolutlon shall not take
force and eftect, save and until the City Council at the
City of Port ~wn8end has ~dopted an appropriate ordinanc,
and provided tor the expenditure ot its funds in the sum
or not less than $490.00. i .
