RESOLUTION NO. 10-69
A resolution relating to personnel practices, organization and complainti
policy of the Jefferson County Highway Department.
WHEREAS, personnel practices, organization and complaint poll.cies g~
ing the Jefferson County Higbwq Department and its employees have not been set
forth in detail, and
WHEREAS, The Jefferson County Highwq Department is in need of stated
policies governing organization, personnel practices and complaints

Jefferson County, mate of Washington, as followsl
Section 11 ANNUAL LEAVE
A. Armual leave is earned by a permanent employee of' the Jefferson Coonty
Highway Department. at the rate of ten (10) working days per year of continuous
employment for employees with less than seven (7) years' service. The rate shall
be fifteen (15) working days per year for employees with more than seven (7) years'
service. An employee must be a pe1"J1l8DBat employee with at least 10$0 hours of
continuoys employment before being entitled to use annual leave. Annualleave
awarded for partial years service shall be based on the time worked..
B. The department records shall attest canpletion of cont.inuous employ-

c. "Authorized Leave of Absence Without PayU shall nati interopt; prior or
continuous employment, however, the employee shall nati be credited with ammal
earned vacation leave days during the period of authorized leave of absence without
pay.
D. Casual., intemittent., occasional employment shall be considered as
temporary employment and are nati covered by the provisions of this section.
E. Annual leave is accum.ul.ative to a total of 20 working days, after
which time, if nati t$ren, shall lapse month by mont.h; that is, an employee at no
time can have more than 20 days of armualleave due.
F. All &CCUIllUJ.ated annual leave is allowed when an employee leaves
employment for &l\V reason provided natiice has been given. In case of death, all
accumulated annual leave is paid to the estate of the employee. All payments as
terminal leave for unused annual leave are based on the employee's salary at the
time of separation or death. Adequate natiice is defined as a written natiice submitt-
ed at least 14 calendar days prior to termination of employment.
G. Officers and employees referred to in this section whose employment. is
terminated by their death, reduction in force, resignation, dismissal" or be retire-
ment" and who have accrued vacation leave as specified in the section, shall be paid
there fore or their estate if they are deceased or if the employee in case of
voluntary resignation has provided adequate notice of termination.
H. Annual leave is charged in units of .fUll days. ~ working days are
charged and the rate of one day of l.eave for each day of absence.

I. Annual leave must be taken at such time as the employee can best be
spared but employee will be allowed to take leave, if at all possible, when desired.
Therefore, it will be necessary to schedule vacation as early' as possible and have
date approved by the department head.
Section 21 SICK LEAVE
A. Sick leave is earned by a permanent employee at the rate of one (1)
working.day for each month of completed service. It is not available to the employee
until after having served six consecutive months of employment. A re-employed ar
reinstated employee also must have six months of contirmous employment before being
entitled to use sick leave.
B. "Authorized Leave of Absence Without pay" shall not interupt prior or
continuous employment, however, the employee shall not be cr8dited with sick leave
days during the period of authorized leave of absence without pay.
C. Casual, intermittent, occasional employment shall be considered as
temporary employment and are not covered by the provisions of this section.
D. Sick leave credits accumulated are cancelled automatica1]y on sepa-
ration.
E. Sick leave is accumulative to a total of 120 warld.ng days after which
time, if not taken, shall lapse month by month; that is, an employee at no time can
have more than 120 days of sick leave due.
F. Sick leave may be taken for any of the following reasons.
1. Illness or injury which incapacitates the employee to the extent
that he is unable to perform his work.
2. Doctar appointments provided doeumentation is provided for veri-
fication.
3. Illness ar death in the :immediate fami~ requiring the attendance
of the employee (tunera]s are included). Leave for such reason shall
be linri.ted to three days in srr:r one instance. "Immediate Fami~"
includes only persons related by blood ar marriage ar legal adoption
in the degree of consanguinity of wife, husband, parent, grandparent,
brother, sister, child ar grandchild of the employee ~ not aunt:., uncle,
cousin, niece or nephew unless living in the employees' household.
Each "Instance" means each condition or period of illness. Thus for
one individual there possible could be allowed three clevs or there
can be recurring periods of illness such as in chronic cases.
G. Employees may only use 1;he actual number of days sick leave accumulatedc
H. Sick leave cannot be claimed for employee on annual leave.
I. Upon separation from employment any unused sick leave shall be for-
feited and will not be paid as separation pay.
J. Arr.y employee who for an;y reason mat take sick leave shall, as soon
as possible, notify his immediate supervisor or department head.

K. Sick leave is charged in units of full days. ~ working days are
charged and at the rate of one day of leave for each day of absence.
L. At the employee's option, annual leave may be used as sick leave but
sick leave may not be used as annua1leave.
M. An employee receiving industrial insurance time loss payments can
use annual le ave during the period covered but 1II1st not be allowed sick leave while
receiving industrial insurance time loss payments.
N. A doctor's certificate ot illness and certification of fitness to re-
sume duties of employment shall be submitted by the employee at the time the employee
returns to work when he is absent because of illness or injury more than three con-
secutive days.
Section 3: MILTIARY!EAVE
A. Any employee who is a member of the National Guard or Reserves of the
United States and who is ordered to active military duty tor training purposes
shall be granted military leave of absence with pay for a period not to exceed
fifteen calendar days each calendar year. Arty working days taken beyond fifteen
calendar days must be charged as annual1eave. DJring the time he is on such leave,
the employee shall receive his regular pay plus the amount of his military pay, all
in accordance with Chapter 236 of the Session Laws of 1957.
B. Regardless of his status, arry employee who vo1untari~ ar upon de-
mand leaves a position other than temporary to enter upon active duty in the armed
forces of the United States or the Washington National Guard, shall be placed on
military leave without pay and shall be entitled to be restored to his former p0-
sition or one of like status and pay provided he applies for re-emp1oyment within
90 days of his discharge or spearation and presents proof of honorable discharge
or separation.
Section 4: cmL LEAVE
A. Any necessary leave may be allowed by the County Engineer to permit an
employee to serve as a member of a jury. Each employee who is granted such leave
and who, for the performance of the Civil duties, receives any canpensation shall
be paid his regular salary less that compensation received for Civil duties.
Section 5: KEEPING RECORm
A. The Engineer's office is responsible for keeping permanent records of
all armual, sich and other leave records for e~ch employee.
Section 6: .RECRUITMENr
A. In general, new employees will be obtlained from the applicants who
have expressed a desire for employment by filing an application for employment in
the office of the County Engineer. The requirements for employment shall be
individual appearance, fitness and the ability to perform the required duties.
Neither race, creed, organization membership nor political party shall be reason
far hiring or not hiring any individual except as required by statute. Jefferson
County residents will be given priority if ability is equal.
B. Englneering, Secretarial and Accounting emplOlfees will be hired by
the County Engineer with the appointment confirmed by the Board of County Commi- .
issioners.

C. Highway maintenance, highway' construction am equiPmem maintenance
personnel will be hired by the County Engineer after mutual agreement with the
Board of County Conmissioners.
Section 7: APPOINTMENT
A. Appoimments will be made as temporary employees.
B. Temporary employees will becane pemanent employees after six month
satisfactory continuous employmem.. '
Section 8: PROMOl'ION
A.. It is the policy of this Department to fill vacancies fran. within the
Department if at all possible.
Be Appoimmems to a higher employee classification will be made by the
County Engineer based upon ability of the employee.
C. Appointmem.s to a higher classification will be probationary in this
classification for a period of six mom.ba.
Section 9: DISlfiSSAL
A. msmissal shall be made by the County Engineer or the Bounty Road
Supervisor .
B. Grounds for dism:1.s aal will be based on work performance and conduct.
They may not be based on racial, religious or political prejudice.
C. DrunkeneS8 or the effects thereof will be grounds for immediate
dismissal.
D. Careless or reckless handling of equipnent will be cause for dismisssJ..
E. Repeated tardiness will be grounds for dismissal.
F. Public political activities will not be tolerated.
Section 10: LAYOFFS
A. In cases of decrease in forces, length of wervice, work performance
and attitude will be taken im.o consideration.
B. In cases of temporary lay off because of lack of work, layoff will
be made according to job classification.
C. Rehiring after layoff will be done in reverse order in which they
are laid off.
D. Annual leave with Pay' may be taken by the employee if the employee is
eligible for such leave.
Section 11: HOURS OF WORK & OVERl'IME FOR llAINl'ENANCE & CONSTRUCTION EMPLOYEES
A. All personnel will start work at a fixed time each regular work day
unless notified the day before by his supervisor of a differem. time.

B. Eight (8) hours of work shall constitute a regular day's work, forty
(40) hours of work shall constitute a regular week's work. This eight (8) hour
work period will include travel time one way frail the maintenance yard.
C. Hours worked in excess of regular working hours will be compensated
at the rate of time and one-half.
n. Overtime pay will in no inst mee be granted to arry supervisory
personnel. Canpensatory time in equal amounts of overtime worked may be taken
when scheduled with the immediate supervisor.
Section 121 HOURS OF WORK & OVERI'rnE FOR ENGINEERnD & OFFICE EMPLOYEES
A. Engineering and office personnel shall start work at a fixed time
each morning unless notified of a different starting time because of special work
and shall be eight (8) hours !ran that time exclusive of their lunch period. HOU1'l!t
of work of Engineering personnel will be directed or approved by the County Engineet
B. Any overt.ime worked will be compensated as follows: Additional time
worked will be taken off in equal time, provided however, if such compensstory
time accumulates to forty hours, the County Engineer will require the employee to
take the time off to reduce the accumulated time or canmence paying overtime at
the rate of time and one-half. The hourly rate of pay shall be the result of
dividing the monthy salary by 114.
C. Overtime pay will in no instance be granted to supervisory personnel.
Section 131 HOLIDAYS
A. The following holidays are authorized for department employees.
Leave taken on these days is with pay and the time is not charged against annual
leavea (1) New Years Day, (2) Lincoln's Birthday, (3) Washington's Birt.hday"
(4) Memorial Day (S) Independence Day (6) Labor Dq (1) Columbus Dq, (8)
Veteran's Day, (9S Thanksgiving Day, (10~ Christmas, (US General Election Dq,
(12) Arty' day proclaimed a legal holiday by Governor's proclamation.
If arry of the above lWlidays fall on Sunday', the following Monday will
be taken off. It al\V of the above holidays fall on Saturday" the preceeding
Friday will be taken off.
Section 1.4: UNION RELATIONSHIP - JOB CLASSIFICATION
A. Job classifications of the employees of the road crews are set forth
in an agreement entered into between the Board of County Ccmnissioners and the
appropriate trade union. Job classificstions of the County Engineer's staff are
assigned by the County Engineer with approval of the Board of County Canmissioners.
These classifications are subject to review as conditions arise warranting such
action.
Section 15: GENERAL WORK RULES
A. Employees shall at all times endeavor to establish and maintain
satisfactory relations with the public. All report.s, suggestions" requests and
inquiries to a higher authority shall be routed through immediate supervisor.
Some of the basic employees obligations are: (1) Report for work prompt:q and
regularly, (2) To make sincere effort to work harmoniously with others, (3) To

devote skill and effort to the duties of the job, (4) To maintain the high stand-
ards of personal conduct and appearance that will refiect credit upon the Depart-
ment .
Section l6s HANDLING OF COMPLAINrS
A. Public canplaints that require policy making decisions will be acted
upon by the Board of County Camnissioners.
B. Complaints fran organizations nm.st have verification fran the organ-
ization in order that small groups may noli attatch themselves to a mown
arganization.
C. Normal work matters shall be handled directly by the County Engineer
through his staff.
D. Routine maintenance and work policies are set forth in the booldet
titled "Uniform Maintenance Manual for County Road Department" published by the
Washington State Association of County Canm1ssioners and Engineers.
E. Employees receiving complaints shall record in writing on a prepared
form the following infomation: Date, description of complaint, location, name
of complainant with address and telephone rmmber, action taken or to whom referral
was made.
F. If possible, immediate action shall be taken according to established
standards .
G. The record of the complaint and the action taken shall be filed with
the County Engineer.
H. If nothing practical can be done, so advise the complainant. Be
courteous.
I. If this is net a county responsibility, refer the 'complainant to
the agenty that may be able to help.
