D-22 OLYMPIC AIR POLLUTION CONTaOLAUTHOR.ITY RElATING TO THE CREATION OF AN AIR POLLUTION CONTROL AUTHOR.ITY. WHEREAS, the Board of County COUDu.ionera of J.ff~U Coun1:y baa given due consideration to the existing problema conneC1:ed wi1:h air pollution and the problems which are likely to occur aa a result of. air pollution within the jurisdiction of the aforementi.oned county, and, WlIU.IAI. the Board of County Commissioners of Jeffenon County find that existing city or town ordinance. and county re.solutions are inadaquat.e to prevent or control air pollutio:n, and. WHEREAS. the Board of Jefferson County Commi..ioner. has conducted a public he.aring on Fe.bruary .5, 1968, in accorc:1anoe with R. O. W.42.32, and, WHEREAS, the Board cf County Commissioners of Jefferson County deems it ~o be in the. best inter:ests of the. public to secure and main. tain such levels of air quality a8 will prote.ct human health and safety and to the greatest degre.e practicable, prevent injury to plant and animal life and property J f oater the com! ort and convenience of the county inllabitants; promote the economic and sociat development of the county and facilitate the enjoyment of the natural a,ttractiona of the. county. THEREFORE, BE IT HEREBY RE.SOLVm that a program of air resources management ahall be initiated. The program. ala 11 begin with, 1. The activation of a multi-county Air Pollution Control Authority including Clallam, Grays Harbor t Jefferson, Mason, Pacif1e ancl 'rl1lD:"8ton Counties in acea:'" dance with the provisions of R. C. W. 70.94 andamend- menta thereto. 2. 'the development of pe.rformance standarda and regulat.ory controls for existing and future industrial, commercial and other land U8es 10eated or proposing to locate wi thin the. area of the Authority. Said standards and regulatory controls shall serve on an emergency-interim basis until such time as more complete and detA led studies of tre.ent and pote1!ltial problema. relating to at r pollution, can be t:onducted and the ultimate developme.nt of more comprehensive performance stand.ards and regulatO'lT controls be realiaed. by such action as may be found necessary- 3. 'fhe geographic area of the OlympiC Air Pollution Control Auth- ority ahall include and be co-extensive with the bounc1arias of Olallam.
