HomeMy WebLinkAbout022 68 . _ a oj I ~, ~~u;'1)V ., on ~n().. ~;t...to r RESOLUTION FOR INCORPORATION OF DUAL USAGE FALLOUT SHELTER SPACE IN NEW PUBLIC-'BUILDING CONSTRUCTION (1) Every officer, board, department, commission of the County of Jefferson, charged with the duty of pre- paring specifications, or awarding or entering into contracts for the design, erection, or construction of buildings, or other structures, including additions to existing structures, for the County Engineer, shall incorporate or cause to be incorporated in such buildings, or other structures, fallout protection for at least its normal anticipated population which shall meet or exceed the minimum space and fallout protection criteria recommended by the Office of Civil Defense, United States Department of Defense, unless exempted from such shelter requirement in accordance with subsection (2)0 of this Resolution. (2) County Engineer may exempt buildings or structures from this ,requirement by means of letter where he finds that such incorporation of fallout shelter will create an additional net cost in the construction of such structure in excess of zero percent (0%) of the estimated cost thereof without shelter so incorporated, or that other factors as he may determine make unnecessary or impracticable the incorporation of fallout shelter in such structures. (3) It shall be the policy of Jefferson County that fallout shelter be incorporated in all public buildings of the County to the fullest extent practicable, in order to provide protection against radiation for the greatest number of people in the event of nuclear attack. '. (4) This Resolution shall take effect July 15, 1968. " e STEP VI REPORTe JEFFERSON COUNTY COMMUNITY SHELTER 'PLAN A. Summary of Planning Factors and Policies. 1. Total time available for movement shall be 1 hour, of which 5 minutes to be assumed parking time at several complexes. 2. Rate of travel assumed to be 40 MPH driving and 2 MPH walking. 3. Shelters to be allocated on the basis of proximity to shelter having priority. 4. All Cat. 1-8 shelter will be' utilized regardless of number of spaces. Space per person to be reduced not lower than 9 square feet per person in those facilities rated on an area capacity. S. Home shelter spaces identified by the HFPS to be utilized. Methods of improvising shelter to be stressed in the EIR packet. B. Summary of Step II Procedures. 1. U. S. mail to all households will be the basic means o~ distributing the EIR packet. Occupant mailing at bulk mailing rates will be utilized. 2. The EIR packet will be available at counters of local utilities and post offices. This is designed mainly to reach new residents of the community as well as post office box holders and semi-transient residents. 3. Publicity releases will be carried by Port Townsend Leader. 4. A copy of the Step II EIR packet mock-up is enclosed. C. Summary of Shelter Deficit Corrective Actions. 1. Continuing coordination between the county civil defense director and the county extension agent will be effected to encourage rural fallout shelter construction. 2. Presentation of slant techniques and availability of architect and engineering design services through Washington State Department of Civil Defense will be carried on by the county civil defense director. The Washington State Department of Civil Defense, utilizing news items in the Daily Journal of Commerce, (a Pacific Northwest building and economic activity daily newspaper), will inform the county directors of major ' projected building projects in his county. Implementation of DMSDS will tend to phase out this program. ' 3. Assuming adoption of the slant technique ordinance or its equivalent, the county civil defense director will apprise other county and city departments of its existence and encourage implementation. D. Summary of Plans for Updating Civil Defense Emergency Plan. 1. A copy of the Step V directive to update the basic plan is enclosed. E. Summary of Actions Taken for Official Adoption of the CSP. 1. The initial meeting with the county commissioners was held at the Courthouse, Port Townsend, on the first Monday of August, 1966. The goals, concept and methodology of Community Shelter Planning was discussed and approval obtained to use other county resources in Step I work. . ........',0 ',,"-~ ". ' " . ..... (III. //f e e 2. October, 1966, met with the committee to discuss formulation and policy factors relating to community shelter planning. This committee formulation was made possible by Mr. Neatherlin, Red Cross Advisor to OCD Region. 3. November 4, 1966, met with the Chtmacum School District personnel on grade school allocations. 4. December 1, 1966, met with the county director and other county personnel to review adoption of Step I allocations. S. January 11, 1967, received approval of Steps I, III and IV from OCD. 6. April 4, 1967, received approval of Step V. 7. On July 1, 1968, met with the county director, major facility representatives and other county officials to review and update shelter and input data.' 8. At a regularly scheduled ,meeting on July 15, 1968, met with the Jefferson County director for review and adoption of Jefferson County community shelter plan. ' F. General Comments. The Jefferson County CSP reflects the dependence for shelt~r on the utilization of the shelter complexes at Fort Worden and Fort Flagler. These shelters in general need considerable improvement for ideal usage. The western portion of the county is entirely dependent on home shelters as there is not a sing~e shelter on the coastal area. The Washington State Department of Civil Defense would like to take this opportunity to thank the various Jefferson County officials and departments as well as the incor- porated city departments for their contributions of time and personnel in the formu- lation period of this plan.
