'i WHEREAS, on October 7, 1963, there was filed with the Auditor:
of Jefferson County, a petition for the purpose of forming a water I
district under the provisions of R. C. W. 57.04.020, et seq., and \
said Auditor having found and determined that said petition con-
tains a sufficient number of signatures of qualified persons, and
having attached thereto her certificate of sufficiency and on
October 1, 1963, transmitted the same to the Board of County.Com-
missioners, and said Board having then and there, by resolut10n
entered upon their minutes, fixed Monday, the 4th day of November, ;
1963, at the hour of 10:00 A. M. of said day at the Commissioners' I
Room in the Jefferson County Courthouse, Port Townsend, Washington,'
as the time and place for the hearing 0' said petition, and

\f.m&REAS, at said time and place said petition came on for
hearing, proof having been made to the satisfaction of this Board
that Notice hereof has been given for the time and in the manner
provided by law, and no objection having been made or filed, the :
Board proceeded to hear the petition and upon conclusion, makes thel
following findings: I
Ii 1. That the formation of said water district would be condusive
:i to the public health, welfare and convenience and of special benefi~
1\ to the land included in said boundaries.

2. That the boundaries of said water district shall include all
of the property described as follows:
Blocks A, B, C, D, E, F, G, H, I, J AND K,
in Paradise View Estates; and Blocks 1, 2,
3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13 and 14,
in Paradise Bay Estates, as per plats recorded
in Volume 4 of Plats, page 8, records of
Jefferson County, Washington.
3. That an election was held on Friday, December 13, 1963, pur-
suan. to legal notice, to determine if said water district should
be organized. That said election was, so far as possible, called,
noticed, conducted and canvassed in the same manner and by the same
offici~ls as i~ provided for a special election in the county to
author1ze the 1ssuance of bonds for a county purpose, and all said
officials did have full authority to do all things necessary for
the purpose of the election.
4. The name and number of said water district shall be JEFFERSON
COUNTY WATER DISTRICT No.1.
5. That at said election three resident electors of said water
district were elected, and ~heir names and term of office is as
follows:

:, 6. That at said election there were eleven votes cast in favor of
II the formation of said water district, and there were no votes cast
