In the Director's absence represents the Director and provides leadership over the entire department. 1.2 Together with colleagues on the Department's senior management team, provides leadership within the Department. Plans, organizes, directs, and implements management systems for effective planning, permitting and enforcement to maintain and enhance the quality of life in Jefferson County. Works to continually improve all processes and assures the efficient and economical use of County resources. Participates as a member of the County's senior management team, as needed. 1.3 Supports the Director of Community Development by managing either the Planning or Building functions in the Department. 1.3.1 Planning path. Fulfills applicable responsibilities outlined in the Planning Manager job description, including supervision of the professional land use planning and permitting staff. Manages or oversees management of the land use planning and permitting function of the Department. 1.3.1.1 Acts as Deputy County Fire Marshall as delegated by the Director. Supports the responsibilities of the Office of the Fire Marshall, including coordinating with fire districts through Jefferson County and serves as the Fire Marshal in the absence of the Community Development Director and Building Permit and Administrative Services Manager. 1.3.2 Building/Fire path. Fulfills the applicable responsibilities outlined in the Building Permit and Administrative Services Manager job description. Manages or oversees management of the building permit and customer service function of the department, including supervision of staff assigned to office coordination, development permit intake and building permit review. Demonstrates sufficient knowledge of planning law and policy to mentor and train planning staff. Serves as either one or both of the following: 1.3.2.1 Acts as County Chief Building Official as delegated by the Director. Ensures compliance with building construction and development specifications and standards. 1.3.2.2 Acts as Deputy County Fire Marshall as delegated by the Director. Supports the responsibilities of the Office of the Fire Marshall, including coordinating with fire districts through Jefferson County, and serves as the Fire Marshal in the absence of the Community Development Director. Jefferson County Job Description: Deputy Director of Community Development 2.0 SUPERVISION RECEIVED 2.1 Supervision and guidance are received by the Director of Community Development. 2.2 Persons in this position are given significant discretion, within the scope of policy and regulations, in the routine performance of their duties. 2.3 In the absence of the Community Development Director, acts as Director and exercises significant independent judgment and action with general direction from the County Administrator. 3.0 SUPERVISION EXERCISED 3.1 This position manages either the Planning Division or the Building Division within the Department, including supervision of employees —either directly or through subordinates —in the assigned division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing; making recommendations on hiring and training employees; planning, assigning and directing work; appraising performance, including measures to correct performance deficiencies when necessary; addressing complaints; and, resolving problems. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES Duties include but are not limited to the following: 4.1 Prepares annual work plans and performance measures and makes recommendations on Department policy and procedure for submission to the Director. 4.2 Ensures that Jefferson County policies are supported and recommends policy and procedural changes where such changes are necessary to meet policy objectives or State and/or federal law. 4.3 Assigns work plans to appropriate staff, monitors completion, assures quality and meets time -line obligations of departmental work plan. 4.4 Ensures that staff goals and objectives are related to the work plan, monitors the work plan to assure compliance and evaluates all staff on outcome objectives on a quarterly basis. 4.5 Recommends professional development plan for each staff member on an annual basis. Ensures accomplishment of development plans. 4.6 Recommends annual training plan to Director that includes: training necessary for individual staff to perform present job, training necessary for staff to improve skills and training that improves the capacity of the entire department. 4.7 Supervises projects to ensure they are proceeding effectively and on schedule by conducting performance audits, establishing performance schedules and directing work activities by conducting performance audits. 4.8 Acts to resolve problems and complaints concerning permit processing and operations. 4.9 Personally aids the general public in addressing development permit requirements. Meets with citizens on aspects of community development when warranted by the importance, visibility, sensitivity or complexity of the issues. 4.10 Works with customers, elected officials, the public and members of the building and development industry to establish productive working relationships and initiates or responds to service improvement opportunities as they arise. 2 Jefferson County Job Description: Deputy Director of Community Development 4.11 Attends and participates in various meetings, conferences and workshops and relates the Department's or County's position and/or policy as appropriate. 4.12 Makes presentations to various boards, commissions and public interest groups. 4.13 Performs other duties as assigned. 5.0 REQUIRED KNOWLEDGE AND ABILITIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ability to write speeches and articles for publication concerning economic, social and environmental change in clear, effective, persuasive and professional manner. Ability to effectively prepare and/or direct preparation of, and present comprehensive reports, presentations, budgets and correspondence to top management, public groups and/or boards. 5.4 Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. 5.5 Reasoning Ability: Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 5.6 Collaboration: Skill in working in a team -based work environment. Must be comfortable dealing with ambiguity and able to effectively cope and manage change. 5.18 Computer Skills: Knowledge of and experience with Microsoft (MS) Word word processing software, MS Excel spreadsheet software, MS Access database software, web browsing software and mapping and permitting software, generally. 6.0 MINIMUM QUALEFICATIONS 6.1 Bachelor's degree (BA or BS) in community development, public administration; urban, community, regional, or environmental planning; construction management and/or a closely related field from a four- year college or university, and, six (6) years of progressively responsible experience at a senior level in planning or public administration (a master's degree (MA or MS) in an appropriate field may be substituted for two (2) years of senior -level experience), including at least three (3) years in a supervisory or managerial role with a discrete work unit with direct responsibility for performance of a team and/or individual subordinates; OR, an equivalent combination of education and experience; AND 6.1.1 For the Planning path, active certification through the American Institute of Certified Planners (AICP) or the American Institute of Architects (AIA) or 6.1.2 For the Building/Fire path, certification as a Building Official by the International Code Council (ICC) or certification(s) required to assume the responsibility of Fire Marshall. 6.2 A valid Washington State Driver's License is required or the ability to obtain one within 30 days of employment; and maintaining a Driver's License for the duration of employment with the County is required. 6.3 Must pass a Criminal History Check. 4 Jefferson County Job Description: Deputy Director of Community Development 7.0 DESIRABLE QUALIFICATIONS AND ABILITIES 7.1 Knowledge and skills in Washington State -specific land use planning principles, practices, and techniques; development review; and other related knowledge including federal, state, and local laws, design standards, and technical manuals associated with building and development review, the Growth Management Act, the Shoreline Management Act and the State Environmental Policy Act. 7.2 Knowledge of EnerGov permitting software. 7.3 Training and/or certification in Lean Six Sigma or Theory of Constraints. 7.4 A master's degree or equivalent post -baccalaureate professional degree/certificate in a related field. 8.0 WORK ENVIRONMENT/PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
