1.0 MAJOR FUNCTION AND PURPOSE
1.1 Persons in this position direct all administrative and program activities of the Juvenile Court
Services Department, including oversight of daily operations, development and implementation
of policy and procedures, budget development, case -flow management and oversight of projects,
grants, contracts and other responsibilities as required.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given complete discretion, within the scope of policy and regulation,
as established by the Superior Court, in the performance of their duties. Policy direction is
received from the Superior Court Judge. Budget direction is received from the Board of County
Commissioners.
3.0 SUPERVISION EXERCISED
3.1 Persons in this position supervise subordinates in the following functional areas: juvenile
probation counselors, civil and dependency program staff, diversion and early intervention
counselors and administrative staff. Carries out supervisory responsibilities in accordance with
the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and
training employees; planning, assigning, directing and monitoring work; appraising performance;
rewarding and disciplining employees; and, addressing complaints and resolving problems.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
4.1 Formulates departmental policy, directs its execution and evaluates work accomplished.
4.2 Selects, hires, trains, and oversees all staff of the Juvenile Court Services Department. Provides
counselors with technical and/or professional assistance as needed. Ensures that departmental
hiring and promotion practices are consistent with the County's equal employment opportunity
policy.
4.3 Directs the development, modification and implementation of detention, probation and related
treatment programs.
4.4 Coordinates program activities with appropriate juvenile justice, public and private agencies.

4.5 Develops, implements and monitors department programs, budget, short- and long-range goals
and objectives. Ensures that departmental programs are carried out in a manner consistent with
the requirements of County rules and regulations, local court rules, State and Federal laws and
regulations, and all contract requirements.
4.6 Directs the fiscal, personnel, budget and other administrative functions of the department.
4.7 Confers with the Superior Court Judge on matters concerning the development and
implementation of departmental policies, procedures and programs. Reviews court decisions and
case laws regarding juveniles, rights of individuals, and the due process procedures. Ensures that
departmental staff is informed of the latest legal activities which impact the department.
4.8 Promotes good customer service, maintains effective relations and represents the department with
other departments, public and private agencies, other entities and the general public.
4.9 Directs the analysis, planning and development of changes in organization, staffing, work
processing, and management information systems to increase effectiveness and efficiency of the
department.
4.10 Provides leadership in court matters at the state and local level through active participation in task
forces, committees, and association meetings, especially those arising out of the Washington
Association of Juvenile Court Administrators.
4.11 Performs other related duties including those regularly assigned to Juvenile Probation Counselors,
GAL and Civil Program Manager, and other program staff.
4.12 Stays current on research in the areas of juvenile justice and child welfare.
5.0 RE VIRED KNOWLEDGE, SKILLS AND ABILITIES
5.1 Ability to read, analyze, and interpret professional and technical journals, financial reports, and
legal documents.
5.2 Ability to respond to common inquiries or complaints from customers, regulatory agencies, or
members of the business community.
5.3 Ability to write speeches and articles for publication concerning change in clear, effective,
persuasive, and professional manner. Ability to effectively prepare and /or direct preparation of,
and present comprehensive reports, presentations, budgets and correspondence to management,
public groups, and /or boards.
5.4 Ability to work with mathematical concepts such as probability and statistical inference. Ability
to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
5.5 Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to
interpret an extensive variety of technical instructions in mathematical or diagram form and deal
with several abstract and concrete variables.
5.6 Ability to use a personal computer and /or computer terminal, calculator, and other office
equipment standard to areas of assignment. Ability to use Microsoft Word, Excel, and
PowerPoint and to adapt to new and /or evolving technology and equipment.

5.7 Demonstrated successful supervisory and managerial experience is required. Implement and
maintain sound organizational practices.
5.8 Requires the ability to maintain a positive working relationship with the community, law
enforcement agencies, judges, attorneys, other social agencies and other county offices.
5.9 Working knowledge of the justice system and all components of the juvenile justice system and
family court practices; Washington Juvenile Law (RCW Title 13 "Juvenile Courts and
Offenders").
5.10 Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports
and budgets. Independent and self -motivated to complete required deadlines while
simultaneously completing other tasks.
6.0 M VUVRJM QUALIFICATIONS
6.1 A Master's degree from an accredited college or university and five (5) years of progressively
responsible experience in court administration; or a Bachelor's degree from an accredited college
or university in social science, criminal justice, or a related field with six (6) years of
progressively responsible experience in a juvenile justice position, juvenile probation, or related
work experience. At least four (4) years of the qualifying experience must be progressively
responsible experience in the delivery of court related or probation services; and at least one (1)
year experience in supervising the work activities of staff professionals.
6.2 Ability to successfully complete various required training classes and obtain certificates
necessary for functional skills performance, maintenance and improvement.
6.3 Valid Washington State Driver's License.
7.0 DESIRABLE QUALIFICATIONS AND ABILITIES
7.1 Thorough specialized knowledge of modern juvenile correctional and probation theory, current
trends, principles, practices and law for both juvenile justice and child welfare cases.
7.2 Ability to communicate effectively orally and in writing.
7.3 Knowledge of management and organization practices, personnel practices and labor relations.
7.4 Ability to establish and maintain effective working relations with staff, public and private agency
personnel and the public.
7.5 Ability to work with emotionally dysregulated individuals, to assist individuals in resolving
conflicts and/or problems and to determine the appropriate treatment program for the individual.
7.6 Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm
in stressful situations and relate to various personality styles in a calm, professional manner.
7.7 Understands the need for, and has the ability to appropriately respond to complex and sensitive
issues and to maintain confidentiality of sensitive information.

7.8 Assure efficient and effective utilization of volunteers and department personnel, funds,
materials, facilities, and time.
7.9 Ability to work on call as needed, to respond to emergency situations and to work in
various stressful situations.
8.0 WORK ENVIRONMENT/PHYSICAL DEMANDS
8.1 Work is normally performed indoors and the noise level in the work environment is
usually moderate.
8.2 While performing the duties of this job, the employee is regularly required to stand; walk; sit; use
hands to finger, handle, or feel objects, tools, or controls; and talk or hear. The employee is
occasionally required to reach with hands and arms; climb or balance; and stoop, kneel, crouch,
or crawl. The employee must occasionally lift and /or move up to 10 pounds. Specific vision
requirements include: close, distance, night vision; and the ability to adjust focus.
