OPENING BUSINESS Chair Judy French -Scott called the meeting to order at 12:00 p.m. in the basement conference room of the Jefferson County Courthouse, Port Townsend, Washington. MEMBERS PRESENT: Judy French -Scott, Dick Broders, David Whipple, Kate Spear, Char Laughlin, Frank Trafton, Jr. MEMBERS ABSENT: Rick Tollefson, Debbie Berreth, Lee Morgan. STAFF PRESENT: Warren Steurer, Tim Black, Molly Hilt, Terri Duff; Department of Public Works. STAFF ABSENT: Kevin Burke GUESTS: Commissioner Dan Harpole, Linda Landcammer of Wild Olympic Salmon. MINUTES: Minutes for the April 9, 1997 meeting were reviewed and approved as read. B. OLD BUSINESS Community Grant Program - Wild OIympic Salmon: Linda Landcammer was present and reported progress has been made around the Dragon moving soil and boulders. Three trees and 28 different colored grasses were also planted. Linda reported that just days after the plantings were set, there was a theft totaling roughly $200 in trees and grasses. Following some discussion, a suggestion was made to alert the Tri-Area Community Center on the theft. Warren Steurer advised Linda to proceed with her project as planned without replacing the missing plants. Advisory Board Members: Warren handed Kate Spear and Char Laughlin letters of reappointment to the Parks and Recreation Advisory Board. Warren thanked Kate and Char for their continued involvement. Warren mentioned getting a new picture of the Advisory Board for the lobby. H.J. Carroll Park. Warren Steurer reported for Kevin Burke that parks has applied far water from the City and a tap has been installed. Warren also met recently with the Chimacum Fire District regarding a water hydrant. An application has been submitted with Puget Power and meetings have been held with Hansen Electric on electrical needs. The designer, JGM, is currently compiling contract documents for grading and irrigation. The park logo contest is underway and a request for entries has been advertised. An Estimated Use Agreement was created with Ace Paving for parking their equipment at the park site in the short term. Dan Harpole reported he spoke with Kevin Burke on grass seed requirements for the site. Dan has contacted a family member who is a grass seed farmer and believes Parks can receive either a partial donation or a good price on the 2,250 lbs, of seed needed. Larry Scott Trail: Judy French -Scott gave a brief report that a meeting and site visits were held on April 16 with her, Kevin Burke, Frank Trafton, and representatives of McConough Dennis. Also in attendance were Jeff Chapman of the equestrian group as well as a city representative. A timeline, signage and construction documents were reviewed. There was discussion of trail construction beginning at Mill Road and working toward the Port not to conflict with the haulout construction. Off Leash Park Area: Kate Spear talked with Al Giersch on the off -leash concept and he was helpful and supported the idea. Al commented no dogs can be off leash in state parks. Warren spoke with the parks director in Clallarn County and they have an off -leash area at the Dungeness Spit that corresponds with hunting season. They usually direct the public to DNR or forest service lands. David Whipple suggested using the camping area at the County fairgrounds. There was a discussion about the possibility of ordinance changes on County property. Kate will look at available County property and investigate the landfill site. Warren Steurer suggested Kate contact Bob Bates with the fairgrounds as well as consider the involvement and support of a 4-H group in the project. Community Park Grants: Warren Steurer reported the Marine Science Center seaweed project was funded. Kevin Burke will also soon be applying for a grant to get volunteers on the H.J. Carroll project. Trail Subcommittee. Warren has been trying to reach Tom Robinson of DNR to follow-up on the letter sent on trail projects and long-range ideas. Warren is hoping to get together with Tom soon and receive approval on enlarging the recreational trail at Gibbs Lake. AmeriCorps can then get involved in brushing and creating about five thousand feet of trail into DNR property. Kevin Burke and Warren have written a request for a grant from the IAC for some trail planning in association with ORV. C. NEW BUSINESS Road Vacation: Terry Duff presented information on the proposed road vacation of the alley next to the florist in Port Hadloek A motion was made that the road vacation has no significance to Parks and Recreation. The motion was seconded and passed. Community Network: Tim Black reported he applied for equipment with the grant money available. If granted, Tim's goal is to build up equipment for Brinnon, Quilcene and Chimacum and for the Rec. Center in Port Townsend along with adding a scholarship program for Brinnon and Quilcene summer camps. 'Irne Brinnon School District also applied for a grant for athletic field improvements. Quilcene is asking for swim lessons and Chimacum has applied for quilting and computer class dollars. Warren reported he and Tim Black are working closely with Brinnon and Quilcene school districts on their recreational programs. Parks and Recreation Summit: Warren passed out an agenda and invited the board to attend the Parks and Recreation Summit scheduled for June 3 at 4:00. Dan Harpole gave a brief explanation of the purpose behind the summit which is for the two entities to discuss projects, common goals and consider working together on project goals. Dan mentioned the City is also looking into the possibility of a different billing mechanism for water in public facilities such as parks. D. STAFF REPORTS Manager's Report: Warren. reported that the $20,000 AmeriCorps grant work is continuing. The group built a boundary fence at Lake Leland and worked on buffer trails at H.J. Carroll. AmeriCorps will be back later in the year to finish the grant. Park Maintenance: Molly reported a local scout group cleared the East Beach area in connection with Earth Day and the Adopt a Beach program. New bathroom facilities will be installed soon at Irondale Park and Upper Oak Bay. Recreation: Tim Black reported the Quilcene jump rope program is underway with 36 kids and a boom box was purchased for the group. Summer camps for baseball, basketball, soccer, roller hockey, and swimming are set. A tennis camp is in the process of being formed with the Chimacum High School coach, Larry Jones. A drama course will be starting soon at the Rec. Center by Pat Spade. The young, transient population is a frequent issue at the Rec. Center with litter and vandalism issues. There was significant discussion about the transient kids. E. ADJOURNMENT The meeting adjourned at 1:45 p.m. The next meeting is scheduled for Wednesday, June 11,1997. 3
