ADVISORY BOARD MINUTES
FOR JULY 9,1997
A. OPENING BUSINESS
Vice -chair Rick Tollefson called the meeting to order at 12:05 p.m. in the basement
conference room of the Jefferson County Courthouse, Port Townsend, Washington.
MEMBERS PRESENT: Rick Tollefson, Kate Spear, Frank Trafton, Jr., Dick Broders
MEMBERS ABSENT: Judy French -Scott, Debbie Berreth, Lee Morgan, David Whipple,
Char Laughlin
STAFF PRESENT: Warren Steurer, Tim Black, Molly Hilt, Kevin Burke;
Departrnent of Public Works
GUESTS: Commissioners Dan Harpole and Richard Wogt.
MINUTES: Minutes for the June 11,1997 meeting were reviewed and
approved.
QUORUM: There was not a quorum
B. OLD BUSINESS
H.J. Carroll Park: Kevin Burke and Warren Steurer conducted some public outreach
presentations to the Tri Area Chamber of Commerce, the Port Townsend Chamber of
Commerce, and at Jefferson Days. Presentations will also be given to the East Jefferson
Rotary. Kevin distributed newsletters for H.J. Carroll Park and Larry Scott Trail which he
hopes to continue producing monthly. The Friends of H.J. Carroll Park has produced much
volunteer interest. Contract documents have been received and reviewed and the call for
bids begins on Monday. A tight timeframe exists for getting the grading started for
landscaping projects. Several contractors have expressed they are having a busy summer
and offered to complete the work at cost if postponed until Winter. Conversations have
occurred with Puget Power on electricity and most of the water issues with the City have
been solved.
Warren stated there are plans for a picnic shelter at the park and the advisory board has put
together criteria for the shelter design. Warren reported Pope Resources might help fund or
promote the picnic shelter project. Kevin and Warren met with Charles Landau of
Timbercraft to look at shelter designs and there is a possibility half of the labor cost would
be donated by Timbercraft. The advisory board will discuss options and provide direction.
Dan Harpole mentioned for information that the City allowed Timbercraft to advertise the
Union Wharf project as a workshop. There was strong interest among the advisory board
about constructing a complete restroom as opposed to the proposed vault toilet. Frank
Gifford has agreed to volunteer to create the design criteria.
Larry Scott Trail: A ceremony to exchange the property deeds with the mill was attended
by Richard Wogt, Klara Fabry, Kevin and the mill management. The Carroll property
donated to the County was exchanged for 12 acres of trail corridor. On the design, the final
construction documents are in hand and we are in the plan review stage. It appears we may
be ready to go to bid on the first two miles at the end of this month. An ALEA contract
needs to be finalized before construction can begin. A presentation will be made in August
for the IAC grant. The cost estimate for the first two miles of trail is $375,000. Regarding the
logo contest,11 entries have been received and the judging will be held Thursday, July 10.
Off -Leash Park Area: Kate Spear talked with the 4-H First group on the Off -Leash Park
project. The fair board was not supportive of the project due in large part to current abuse
by dog owners and dogs. Dan Harpole recommended contacting the Municipal Research
Center which keeps model ordinances on file. Warren talked with Bonita at Animal
Services and she indicated there might be land available near the Animal Services and
landfill.
Community Grants: Warren reported the Jefferson County Realtors Association will be
assembling 30 to 50 volunteers to help with H.J. Carroll park projects this month. Also,
$5,000 has been allocated as a matching grant for H.J. Carroll. Warren would like to begin
talking about the desired list of improvements as well as publicizing the matching grant.
Trails Committee. Warren reported work is needed to clear and open trails at Gibbs Lake
and also a trail from Anderson to Gibbs. Warren has spoken with Don Miller, the DNR
representative in Port Angeles and DNR is interested in getting involved. Before their
involvement, DNR has requested mapping information on the proposed trails. Mike Cronin
of DNR stated he could take an hour to train volunteers to do the mapping. Richard Wogt
suggested contacting Search and Rescue for their assistance as part of their compass
orientation process. Frank Trafton suggested volunteers ribboning off the trail and then
turning it over to Search and Rescue for the mapping. Warren would like to make Gibbs
Lake the priority where the highest concentration of users exist.
Rec Center. Tim Black reported that the problems at the center smoothed out with the new
"17 and Under" plan. Currently, Tuesday and Thursday from 5:00 to 6:00 pm is open for
adults. The Rec. Center is currently soliciting feedback for future adult programs. There
was some discussion about the Rec. Center being a drug -free zone. Smoking at entrances is
still a problem.
Community Network: Tim Black reported he administrated the grant for $1,500 which was
for camp scholarships for 25 kids in Brinnon and Quilcene. For Chimacum, a sand
volleyball court and possibly an outdoor basketball court is being proposed. Quilcene and
Brinnon acquired recreational equipment for their gyms and Port Townsend ordered a new
backboard and other upgrades.
Rick Tollefson reported Tim and Bill Kush have been working on a training and recognition
program for 100 or so volunteers in the community. Bob Bender, the basketball coach from
the University of Washington, is also scheduled to come to train local basketball coaches

and the training may also include an awards banquet. The purpose of these programs is to
get the Community Network connected with the coaches and volunteers in the
commuinity. There will also be some training for outcome -based contracting. The
Community Network hired Katie Jacobs part time as a coordinator/ employee.
County Fair Booth. Warren reported he will follow up with Lars Watson on getting a booth
at the fair.
C. NEW BUSINESS
Challenge Course: Warren reported he has been working with the Olympic Peninsula
Ropes Challenge Course on siting a challenge course at Beausite Lake. At the last meeting,
NW Kiwanis Camp decided their organization was not interested in entering into an
agreement on the project. The next step is to consider another site such as Gibbs Lake. The
County could also use their authority on Beausite Lake to work with NW Kiwanis.
D. STAFF REPORTS
Recreation: Tim Black reported all of the camps are in process and successful. The swim
bus for kids from Brinnon, Quilcene and Chimacum is up 25%. Tim has been referred to a
person with Riverdog Foundry about possibly conducting some classes at Chimacum High
School. Funds for new, portable soccer goals may be made available through a gift from the
Bob Lytle Memorial Fund. Warren agreed to get information on the gift so a thank you can
be sent.
Manager's Report. Warren reported 25% of the surveys have been returned to date. On an
initial review of the data, there was a lot of interest and suggestions for H.J. Carroll such as
a pool, trails for walking and biking, picnic areas and playgrounds. He hopes to share the
data at the next Parks Board meeting. Warren reported revenues from Park fees for 1997 are
at $9,979 which is $1,500 ahead of last year. Wild Olympic Salmon will hold this year's
Salmon Festival at Chimacum Park. The event is scheduled for the third week in
September.
Park Maintenance: Molly reported vault toilets have been installed at Irondale Park and
Upper Oak Bay. A 4-H children's group planted seeds on the berm around the dragon at
Chimacum Park.
E. ADJOURNMENT
The meeting adjourned at 1:30 p.m. The next meeting is scheduled for Wednesday,
August 13,1997.
