Dear Zoe Ann,
At the request of a prospective buyer I evaluated a stream on Jefferson County parcel
950 100202 located at 2880 South Point Road.
I visited the site on December 8, 2005. There is not a stream indicated on the GIS
hydrology layer however there is evidence of a channel on site and it was flowing.
The mouth of the channel empties into an estuary that eventually flows into Hood Canal.
The channel is situated east - west. Going up stream the channel crosses under South
point road then lies south of the driveway to the subject parcel. It is then adverted under
a portion of the yard and a parking area on the parcel. The channel continues across the
parcel then under Dickey Street to its headwaters on the slope above Dickey Street.
Historically this appears to have been a natural channel. However due to development of
both roads and home sites this stream has been altered over time. In fact the majority of
the current flow is water flowing from the north down the Dickey Street ditch and is
being intercepted by the culvert mentioned above.
It is debatable weather this channel should be considered a natural feature due to
development disturbance. However there is a natural ground water source on the slope
above Dickey Street and water quality is a very important concern because it does
ultimately flow into Hood Canal.
Therefore at this time the channel should probably be considered a Type 4 (Np) water. If
