When the Plats of Mats View Meadows (downhill from Oak Bay Road and uphill from Mats Mats Bay) and Mats View
Terrace (uphill from Oak Bay Road) were developed, a stormwater management system was also developed that was
designed to handle all of the storm water runoff from both plats. It includes drainage easements, pipe conveyances, and
road ditches that convey stormwater runoff from the streets and lots to a large detention and treatment faoility (a two cell
wet pond) located between Mats View Meadows and Mats Mats Bay that discharges to Mats Mats Bay, There is therefore
no need for individual on-site stormwater management systems to detain or infiltrate runoff on the individual lots.
One of the reasons for the design of the system was that the soils on the site are not suitable for onsite infiltration.
Regarding the Notice to Purchasers. this notice was developed a number of years ago to address stormwater
management issues when the County lacked regulatory authority over stormwater management for single family
residences. In the case of these two plats, the only stormwater management issue that needs to be addressed during
residential construction is erosion control. The applicants should provide and implement a temporary erosion control plan.

Hi Jim,
Could you send me a quick note to summarize the stormwater situation on Mats View Meadows
per our phone conversation yesterday? Ron Is coming In Friday morning to dIscuss stormwater
issue. Notice to Purchasers on the face of the Plat does state a stormwoter site pion is required
prior to issuance of a bUilding permit. I am trying to collect all the info pertaining to this matter.
