Dixie Uewellin, Principal Biologist Level I Wetland Assessment Parcel# 001 291 011 August 2004 Introduction A Level I Wetland Assessment was conducted on August 16,2004 on the undeveloped parcel at 321 Martin Road. The purpose of the assessment was to evaluate wetlands indicated on the Jefferson County Critical Areas Map as part of a pre-purchase feasibility study. This wetland is shown to cover approximately 1/3 of the 9.3 acres parcel. Aerial photos from 2000 also indicate large areas of standing water in the central portion of this parcel. The wetland was classified during the assessment since associated buffers will define potential building sites. Wetland analysis was conducted using the methodology outlined in the Washington State Department of Ecology ~etland Identification and Delineation Manual (1997). All wetlands within Jefferson County are subject to requirements outlined in the Jefferson County Unified Development Code (UDC) dated January 1,2001. Land use restrictions will apply to all future developments associated with this parcel. Description of Site · Legal Description: Parcel #001 291 011 Section 29 Township 30N Range 1 W . Location: 321 Martin Road off of Highway 20, Jefferson County · Soils: HuC Hoypus gravelly loamy sand . Slopes: 0 to 15% slopes Findings The property consists of second growth timber surrounding the large wetland that lies within a basin associated with a drop in topography. Due to the unseasonably dry weather and 4 years of below normal rainfall the wetland basin was completely dry and the soils parched and cracked. Vegetation in the low-lying areas consists of stranded aquatic vegetation (pond lily, mare's-tail Level I Assessment Marquardt Report File Number 2004-8787 1 Olympic Wetland Resources, Inc 8/04 ../ -' pond weed, and bur-reed). Additional wetland-dependent native vegetation includes rushes, beggartick, rose, spirea, and salmonberry. The upper margins of the wetland are invaded with the aggressive non-native reed canarygrass, which has formed a dense monotypic cover. Reed canarygrass prevents the establishment of any native vegetation and is of little wildlife value. Using the Department of Ecology Wetland Field Data Form this wetland rates as a high-quality Class II wetland (28 points). All Class II wetlands receive protective buffers of 150 feet if the wetland is not delineated and 100 feet if the wetland is delineated (Tables 3-3 and 3-4 Section 3 Wetlands UDC). Buffers can be averaged or reduced especially when the overall functions and values of the wetland are improved. Enhancement efforts include the control of the reed canarygrass and establishing planting native trees and shrubs. Enclosed is the Wetland Rating Form. The wetland is in the western portion of the parcel and in the approximate location as shown on the Jefferson County maps. Since survey markers were not located measurements are approximate; the eastern edge of the wetland is approximately 336 feet from Martin Road. The entire site was not evaluated due to the density of vegetation but potential building sites are possible in the eastern half of the property outside of all buffers. Please find the enclosed map with findings. Final authority over wetland determinations and associated buffers rests with Jefferson County Planning Department.
