Dixie L1ewellin, Principal Biologist Introduction The purpose of the Level I wetland assessment, on August 4, 2004, ds and buffers that may influence the proposed single-family residence. The new building will be sited in the footprint of an existing mobile home and shop. The project will also include the replacement of the septic system. Wetlands are indicated in the southwest portion of the site on the Jefferson County Critical Areas Map. All wetlands within Jefferson County are subject to requirements outlined in the Jefferson County Unified Development Code (UDC) dated January 1, 2001. Land use restrictions may apply to all future developments associated with this parcel. Description of Site . Legal Description: Parcel #8001033018 S3, T28N, RIW . Location: Eaglemount and Center Valley Road . Soils: StB Swantown sandy gravelly loam and Ale Alderwood sandy gravelly loam . Slopes: 0 to 15% slopes Findings The wetland is larger than indicated on the Critical Areas Map and continues north to neighboring properties. The wetland lies in the flat valley and is distinctly defined by topography and plant communities. Identified here are wetland soils, obligate wetland vegetation, and surface saturation. This high quality wetland consists of a diverse matrix of trees, shrubs and obligate wetland vegetation. The overstory includes large spruce, cedar, willow, and alder with a shrub layer of spirea, twinberry, and salmonberry. The herbaceous layer consists of water dependant species including skunk cabbage, horsetails, cattails, sedges, and rushes. Level I Assessment Grizzle Report File Number 2004-3535 1 Olympic Wetland Resources, Inc 8/04 Upslope soils are dry and the plant community changes abruptly. The vegetation consists of typical northwest forest species (Douglas' fir, big leaf maple, Oregon grape, salal, and sword ferns). The location of the proposed building site lies in the footprint of existing buildings and is upslope from the wetland. The building site is approximately 100 feet from the wetland edge with a topographical rise of II-feet from the valley floor. Since this project will fall within the footprint of existing structures it will be exempt from wetland protection standards. As outlined in Jefferson County Unified Development Code (3.6.9 (c )(ii) modification or expansion of existing structures do not require the same setbacks as new construction.
