C- tflS- A RESOLUTION providing for the appropriation of monies for the current expense fund in order to provide proposed increased salary of the amanuensis of the Jef- ferson County Superior Court and de- claring an emergency. WHEREAS, the presiding Judge of the Superior Court of the State of Washington, comprising the counties of Jeffer- son and Clallam, has been unable to secure adequate repor- torial service for his said court under the salary as budgeted by both counties for the calendar year 1960 and WHEREAS the said Judge has now secured and provided for adequate services conditioned upon a salary increase, and whereas, said Judge has filed with this Board a request for this appropriation and has made an apportionment of the costs between the two counties, Now, therefore, BE IT RESOLVED, and there is hereby appropriated for expenditure from the Current Expense Fund of this county during the calendar year 1960 the sum of Two Hundred Dollars ($200.00) chargeable to the county budget as follows: SUPERIOR COURT Salary of Reporter. . . . $200.00 AND BE IT FURTHER RESOLVED that this appropriation is one to meet necessary and mandatory expenses, the same shall take effect without further notice or hearing, and the County Auditor be, and she is hereby authorized, to draw emergency warrants as aforesaid in a sum not exceeding $200.00. December 7, 1959 MEMORAJDU}1 TO COUNTY COMMISSIONERS: Re: Court Reporter Since 15 April 1958 we have had in this district three court reporters, each of whom has left to take positions elsewhere because of the meager pay offered in this district. It is scarcely necessary to point out to you the problem this poses. It presents a continuing emergency. While the base pay in King County is considerably larger than in this district, nevertheless the Commissioners have increased the stipu- lated salary. I have consulted with two of my colleagues on the King County bench and they see no reason why this may not be done in the Clallam-Jefferson County district. In order to cure this situation and make the report- er's pay reasonably competitive, the base amount should be aug- mented by not less than $700.00 a year. This should be divided on the pro-rata basis between the two counties as the other expenses of operation of the Court is divided. I am advised that this is agreeable to Clallam County. I might point out in this connection that when emergencies arise by reason of the resignation of reporters, the only recourse until a full-time reporter can be obtained is to :pay so-called "free-lance reporters" whose fee is from $40.00 to '45.00 a day plus subsistence and mileage. Furthermore, I believe that it is clear that it is the duty of the Judge of the Superior Court and within his inherent powers to make such pro- visions as necessary for the efficient and orderly conduct of the business of the Court.
