The State, as agent acting for and on behalf of the ftn .l~ shall advertise for bids, award a contract and construct the above described project all in accordance 'I'I1Hh plans and specifications as approved by the IU.II1fllp , the State and the Bureau of Public Roads. II. During the progress and construction and until final completion of the project, the state will act for the ftmunll in all matters concerning the project. III. The State will furnish a resident engineer-inspector, or other supervis~r, for the supervision and inspection of the work in progress. Salary of such in- spector or other supervisor, and all other salaries and costs incurred by the State engineering forces upon the project will be considered a coet thereof. Such vouchers shall be sub- mitted to the state resident-engineer-inspector, or other supervisor instead of such inspector, in triplicate, who shall in turn certify to the correctness of the claim and forward same to the state district engineer for approval. The state district engineer shall process such vouchers in the usual manner pre- scribed for state highway business and shall charge the reimbursement to the engineering upon the work. All engineering costs incurred by the state resident engineer-inspector and other engineers and employees of the State, employed or work;i,ng on t he project, will be paid directly by the State in the customary man- ner upon hi~hway payrolls and vouchers, and shall be charged as costs of the project. IV. All costs incurred and paid by the State which are denied as participating costs by the Bureau of Public Roads in its final aUdi~~shall be the obligation of the '~~'" and shall be included in reimbursement to the State. V. The total cost of the project, including all e~~ineering costs and expenses of the State, is to be paid from funds fUrnished by the Bureau of Public Roads under the Federal Aid Road Act oJ 1944 and :by the If I" 'from its 'J. III X 111111 11)11.1111 From time to time, as circurnstances may require in connection with the con- struction and progress of the work, the State will make advances from its own funds of amounts necessary to pay all costs of the project.
