SUMMARY Plans, develops, implements, and evaluates a countywide recreation program
. designed for all ages including participants with special needs, and coordinates activities of paid
and volunteer Recreation Division personnel by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Conceptualizes, organizes, promotes, manages, and supervises a variety of recreation activities
and recreation. facilities that include sporting, cultural and community events, classes and
programs in areas such as music, dance, arts and crafts, cultural arts, nature study, swimming,
social recreation and games, or camping, as well as day-to-day supervision of Recreation Division
employees.
Maintains accurate program records pertaining to participation, finances, supply inventory,
accidents and staff evaluations of program and facility effectiveness.
Assists in the preparation of the annual Parks and Recreation Division budget, Capital
Improvement Program, and monitors associated revenues and expenditures.
Assigns staff work schedules, monitors payroll, explains goals and objectives, conducts and
creates training opportunities, evaluates employee job performance, and conducts regular staff
meetings. Introduces new program activities, equipment, and materials to staff.
Assists Parks and Recreation Manager in developing and implementing program and facility
policies, procedures, rules, regulations and fee structure.
Organizes methods and techniques to promote recreation participation through an effective
marketing program. Prepares news releases, service announcements, program handouts, flyers
and materials for seasonal brochures which create enthusiasm for program participation
throughout the community and outlying areas.
Establishes and maintains proper communication relationships with community and civic groups,
schools, businesses, City departments and the news media. Interprets recreation service to public
and participates in community meetings and organizational planning.

Coordinates fund raising efforts.
Orders necessary equipment and supplies for Park and Recreation activities and associated
facilities.
Attends Division staff meetings and training workshops.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the organization's policies and
applicable laws. Responsibilities include interviewing, making hiring recommendations, and

QUALIFICATIONS To perform this job successfully, an individual must be able to perform
each essential duty satisfactorily. The requirements listed below are representative of the

EDUCATIONan&orEXPERIENCE
Bachelor's degree (B. A.) from four-year college or university in Recreation or a
relevant field and 2 years related experience in a recreational services
organization; OR six (6) years related experience and/or training; OR equivalent
combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional
journals, technical procedures, or governmental regulations. Ability to write
reports, business correspondence, and procedure manuals. Ability to
effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using
whole numbers, common fractions, and decimals. Ability to compute rate,
ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables
in situations where only limited standardization exists. Ability to interpret a
variety of instructions furnished in written, oral, diagram, or schedule form.
COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of MS
Access Database software; MS Explorer Internet software; MS Excel
Spreadsheet software and MS Word Word Processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Washington State Drivers License
A current, basic First Aid Card and CPR Certification
Member of the Washington State Recreation and Parks Association (WRPA)
OTHER SKILLS AND ABILITIES
Knowledge of the principles, methods and techniques of planning, maintaining, organizing,
implementing and evaluating year around recreation programs and recreation facilities for youth
and adults of all ages in the areas of classes, special events, teen programming, athletic events,
cultural arts and special populations.
