All engineering costs incurred by the state resident engineer-inspector and other engineers and employees of the State, employed or working on the project, will be paid directly by the State in the customary manner upon highway payrolls and vouchers, and shall be charged as costs of the project. IV. All costs incurred and paid by the State which are denied as participating costs by the pUblic Hoads Administration in its final audit shall be the obliga.- tion of the .~ and shall be included in reimbursement to the State.
