C~.. /:J 1 A RESOLUTION of the Board of County Commissioners of Jefferson County, Washington, providing for the submission to the qualified electors of the county at a special election to be held therein on November 7, 1950, of a proposition authorizing the issuance and sale of general obligation bonds of the county in the sum of $150,000 for the purpose of providing funds to pay part of the cost of constructing a bridge to connect Indian and Marrowstone Islands to the mainland. WHEREAS, the cost of operation of the ferry crossing Portage Canal from the mainland to Indian Island bas become prohibitive due to the increase in traffic; and in order to alleviate said condition, it is deemed necessary and advisable and in the public . interest that a bridge be constructed across said canal connecting the mainland with Indian and Marrowstone Islands; and WHEREAS, this board hereby declares that said bridge will be- come a part of the public highway system of the county and will connect with existing county and state roads and highways within the county; and WHEREAS, in order to pay part of the cost of constructing sadd bridge, it is deemed necessary and advisable that the county issue and sell its general obligation bonds in the total principal sum of $150,000; and WHEREAS, the Constitution and Laws of the State of Washington provide that the question of whether or not said bonds may be issued for such purpose must be submitted to the qualified electors of the county for their ratification or rejection; 1. .;" .~- "" ..,:j e. -e NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Jefferson County, Washington, as follows: Section I. It is hereby found and declared that the public safety, welfare, convenience and necessity require the county to construct a concrete and steel cantilever type bridge connecting Indian and Marrow- stone Islands to the mainland at a point approximately 500 feet from the northwesterly end of Portage Canal, with suitable and necessary approaches thereto. It is hereby declared that such bridge, when constructed, will become a part of the public highway system of the county and, with said approaches, will be connected with existing roads of the state and county highway system. That for the purpose of providing funds to pay part of the cost of constructing said bridge, the county shall issue and sell its general obligation bonds in the sum of $150,ooO. The balance of the cost of the construction of said bridge and the approaches thereto shall be paid out of other funds which the county now has or may later have on hand and available for such purposes. Said bonds shall bear interest at a rate of not to exceed 6% per annum, and shall mature serially in from 2 to not to exceed 15 years from date of issue in such amounts as will, as nearly as practicable, together with the interest thereon, be met by equal annual tax levies for the payment of the principal and interest thereof. The principal and interest of said bonds shall be paid out of the annual levy of taxes within the tax millage permitted to counties without a vote of the people and out of such other road funds of the county as may be available for such purpose. The exact date, form, terms and maturi- ties of said bonds shall be as hereafter fixed by resolution of the board of county commissioners. 2. .. e_ Seotio~Z. It is hereby found and deolared that an emergenoy exists requiring the submission to the qualified e1eotors of the oounty for their ratifioation or rejection at a speoial eleotion to be held therein on November 7, 1950 of the proposition of whether or not the oounty shall issue and sell said bonds for the above desoribed purpose. The Jefferson County Auditor, as ex offioio supervisor of all oounty eleotions to be held in Jefferson County, is hereby requested to also find the existenoe of suoh emergenoy and to call and conduct said speoia1 election to be held within the oounty on said date in oonjunction with and at the same precincts and polling places within the county, and with the same eleotion officials for each precinct, as fixed for the county and state general election to be held on the same date, to submit to the qualified electors of the county the proposition hereinafter set forth. PROPOSITION Shall Jefferson County, Washington, issue its general obligation serial bonds in the sum of not to exceed $150,000 for the purpose of paying part of the cost of the construotion of a bridge connecting Indian and Marrowstone Islands in said county with the mainland at a point approximately 500 feet from the northwesterly end of the Portage Canal, said bonds to bear interest at a rate of not to exoeed 6% per annum, to mature in from 2 to not to exoeed 15 years from date of issue, and to be payable out of county road funds, all as more spe- cifically provided in Resolution No. ~ of the Board of County Commissioners adopted Ootober~, 1950?
