RESOLUTION NO. C-, 73 "
WHEREAS at the time of making up the 19~ Budget the

rising cost of labor and materials could not be foreseen and
WHEREAS owing to the added cost during 1948 several
items in the 1948 budget have been exhausted,
NOW,THEREFORE it is deemed that an emergency exists in
the following items:
