reaolution of protest was drafted and sent to the GENERAL LAND OFFICE at Spokane. Wash.as follows:

WHEREAS, aaid exchange is predict.ted on the tranafer of said lands now owned by the Crown
Zellerbach Corporation to the Olympic National Park which would rem0'f9 the assessed Talue of such property

YfIEREAS. the assessed valuation of Jefferson County h!!.s been depleted already b,. the establillhmant
of the Ol1mPic National Park, the Queete Corridor and Coastal Strip to a point where the maintenance of
count,. gcmtnment. is being placed in jeopard,.. and
YIIEREAS. the 06nsideration ,offered in the exchange by the United States Forest Service embraces 55,
000,000 board feet of prime merchantable t:lmber which if administered and sold by the Forest Service
would be a, source of substantial forest receipts reftnue to Jefferson and other counties within
the Ol;ympic National Forest area. and
WHEREAS. the transfer of such timber by exchange. under the policy now being followed by the
Forest Service. will deprm Jefferson and other counties within the Olympic National Forest area of said
reftnues.
BE rr 'lltEREFORE RESOLVED. that we. the Board of County Camnissioners of Jefferson Count,., do hereby
protest such exchange as proviMd in application No. 019220. unless and until the Forest Service
establishes an exchpge polio,. which will indemnify counties in tull for all revenues otherwise
available fram the aQn1.nistration of lands subject to exchange.
BE rr FORmER RESOLVED. that _ protest consideration of any other exchanges now or hereafter
contemplated, affecting Jefferson Count,., which do not meet the principles here expressed.

Upon motion made and seconded and pasled the Board adjoUJm8d to meet again on 'lhureda,.. Dec' 30th at 10 A.M.

The Board reconvened on the abon named date and hour with all members present..
Resolution No. B 123 was signed as follows:
Resolution No. B 123. (Road)
WHEREAS due to increased labor and material costs during the past year, maintenance costs have
exceeded the amount budgetell, and
WHEREAS during the Past year it WaS deemed necessary to perform certain Special Maintenance work, and
'\\HEREAS it is nece8llary to change certain percentages of the budget items in order to meet these ex-
traordinary conditions.
BE IT THEREFORE RESOLVED THATthe following percentages be used for the Count,. Road Fund for the year 1943
Adminiltration 8.80 Maintenance 40.49 Special Maintenance 16.54 Construction 34.17

motion made and seconded and uninimousJy passed by the Board it WaS decided that the fund be divided
as follows: To the Sheritt's Office t639.74

Public Health 200.00 Total $1039.74
