Declaration of Emergency

RESOLUTION NO. 07"..05
WHEREAS, the Director of Emergency Management has reported to the Board of
Commissioners that beginning January 17, 2005 heavy precipitation and rapid snowmelt occurred
and is expected to continue throughout Jefferson County; and,
WHEREAS, as the result of this event, damage has occurred and is occurring to County
roads and bridges; and,
WHEREAS, persons and property are, or may be, damaged unless further efforts are taken
to reduce the threat to life and property; and,
WHEREAS, there is an emergency present which necessitates activation of the Jefferson
County Comprehensive Emergency Management Plan, and may require utilization of emergency
powers granted pursuant to RCW 38.52.180 in order to effectively respond to the emergency
needs ofthe community;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Jefferson County
Commissioners hereby declares that a state of emergency exists and that the following shall
apply:
1. The Director of Emergency Management is hereby directed to activate those portions of
the Jefferson County Comprehensive Emergency Management Plan as are reasonable and
necessary to combat the effects of the emergency; and all of the personnel, services, and
facilities of Jefferson County will be utilized as needed, under that plan, in response to the
emergency needs of the community.
2. Designated County departments are authorized to enter into contracts and incur
obligations necessary to combat this emergency to protect the health and safety of persons
and property, and provide emergency assistance to victims of disaster.
Each designated County department is authorized to exercise these emergency powers in
