Conservation District 1118/05 \.' Parcel 901314011 is located in Jefferson County WA, Section 31, Township 29N, Range 1W. The parcel was converted to agriculture in the early 1900's, as part of a larger farm. Currently it and adjacent parcels are owned by Mark Ross and are being used for agriculture. RECEIVED f11 l' __.L ;' n"'~r- . ,.) Jmh~Uft WtiNIY DCD This parcel is characterized as 7.6 acres pasture and 2.4 acres forest. Chimacum Creek runs through the parcel in a ditch constructed to drain the farmland in early 1900's. Prior to conversion to farming there probably was not a definite creek channel through this area, based on a 1910 USDA Soil Map. The National Wetland Inventory identifies the pasture area as PEMCD (Palustrine emergent, seasonally f100dedlwell drained). The Soil Survev of Jefferson County lists the soils as Semiahmoo Muck and Belfast silty clay loam wet variant in the pasture area, with Alderwood gravelly sandy loam in the upland portion. ' The forested area proposed for dearing for a building site is on the A1derwood gravelly sandy loam, upland portion, extending to the edge of the existing pasture. During a site visit on November 8, 2005 I attempted to categorize the wetland based on the WA DOE Wetland Rating System for Westem Washington, r Edition, 1993, identify the proximity of the proposed clearing to the wetland portion of the property and determine what affects the dearing and development of the building site would have on the wetland functions and values. The wetland area is identified as 'Category III". I identified a change in topography (see map) that corresponded with the upland extent of vegetation associated with wetlands - the predominent vegetation in the whole pasture area is various types of grasses associated with old pastures - the wetland vegetation was sparse and occurred in dumps for the most part. This change in topographylline of wetland vegetation is 50' or more from the edge of the proposed dearing/building site. Since the pasture area where the Category '" wetland occurs was converted to agriculture in the early 1900's, and has been used for agriculture since then, in my best judgement there will be no detrimental affects to the current wetland functions and values that would occur due to dearing and developing of the proposed building site in the upland portion of the property. In addition we are working with Mr. Ross on planning and implementation of Best Management Practices such as stream fencing and livestock crossings that will minimize the affects of his farming operation on fish habitat and water quality. ;f ' ~VVLI V II II H,' V -lilSUV- V oJb V-L V':J lUJUV=",w'<Y1."U!"(%PUUll;JMIDSWJ:lDfU!q-!1l:>/O~L'9~'t'l>9lrduq -- -,..".."',---" "-:J;"'';n-;~!~iV /\IoItNWcI ~~~ 'fJ~l'\I .
