Introduction
A Level I Wetland Assessment was conducted on the subject parcel December 5, 2005. The goal of
this assessment is to determine the locations for a potential building site and septic system outside of
the wetland and associated buffers. A large wetland crossing this parcel is indicated on the Jefferson
County Critical Areas Map.
Fieldwork to detennine the actual wetland boundaries was conducted according to the methodology
outlined in the Washington State Wetland Identification and Delineation Manual (Department of
Ecology #96-94) and Jefferson County Unified Development Code (UDC) dated January I, 2001.
Land use restrictions will apply to all future developments associated with this parcel.

Description of Site
· Legal Description: Parcel # 989 100031 Section], Township 29N. Range W
· Location: OlfSR 116 (road to Indian Island and Marrowstone Island) on South Old Flagler Road,
Jefferson County
· Soils: Hk Belfibt Silt Loam (Hydric Soil) and C1C Cathcart gravelly silt loam
. Slopes: 0 to 30%, slopes
Findings
A large. previously mapped wetland falls within all low-lying areas of the parcel. Wetland dependent
vegetation including willows. cattails, water parsley, and sedges are abundant and thriving. Wetland
soils and the presence of hydrology were positively identified. Soils identified on this parcel are
hydric soils (Bk Belfast silt loam). which are lormed over hundreds ifnot thousands of years. This
wetland is not the result of the roads blocking water for a short period of time.
All wetlands are given a 225-foot buffer prior to delineation or categorization. Wetlands are rated
according to size, complexity. habitat and buffer teatures, and location in the landscape. Although a

formal categorization has not been conducted, this wetland will most likely be rated as a Category II
wetland. Category II wetlands are assigned 1 DO-toot buffers if delineated (ISO-foot if not delineated).
Vegetation within buffers should not be removed or altered to maintain the overall health of the
wetland.
A previous assessment was conducted for a potential buyer on October 3,2005. The site is very
densely vegetated and only the front half (western portion) of the parcel, along South Old Flagler
Road and back approximately 100 feet was surveyed. Results determined that the front portion of the
parcel was completely in wetland or wetland buffer and that additional environmental work and a
mitigation plan would be required. Since the October assessment a road/trail has been cleared to the
back of the property. Please note that all road construction within a wetland buffer requires a
Stormwatcr Permit from Jefferson County Department of Community Development prior to
clearing or filling. It is advised that the county be contacted to permit this access road.
Further review of the site on December 5, 2005 reveals a slight elevation rise along the back (eastern
portion) ofthe property. This area consists of upland vegetation and is outside the wetland. The
survey flags and stakes were not clear since the nortbern most stake was marked SE property comer.
However, it appears that the wetland is downslope and to the south of the stake by at least 150'.
There appears to be a potential building site on the northeast comer if a delineation is conducted to
establish the exact wetland edge in relationship to property boundaries.
Final authority over wetland determinations, associated buffers, and septic site setback rests with
Jefferson County Department of Community Development and the Environmental Health
Department. This site will require a wetland delineation and most likely a mitigation plan to establish
septic and building sites outside wetland buffers. If you have any questions or ifl can be of
