HomeMy WebLinkAboutPleasant Harbor MPR Development Cat(vs, Heidi Eisenhour, Commissioner District 2 9 SON co �O � 1820 Jefferson Street A, � PO Box 1220 Port Townsend, WA 98368 1Sj;NGAO www.co.jefferson.wa.us August 22, 2022 Port Gamble S'Klallam Tribe 31912 Little Boston Road Northeast Kingston,Washington 98346 Subject: Pleasant Harbor MPR Development Agreement Implementation Dear Chairman Sullivan, In 2022, I was appointed Chair of the Jefferson County Board of County Commissioners and am writing on behalf of the Jefferson County Board of County Commissioners to provide you additional information in response to your August 24, 2020 letter to the Director of the Jefferson County Department of Community Development ("DCD") Ms. Patty Charnas. DCD's new Senior Management Team ("SMT") under the stewardship of Brent A. Butler, DCD Director; Josh D. Peters, Planning Manager; and Jodi Adams, Building and Administrative Services Manager has implemented your recommendation to set up regular meetings with PGST and county staff. Two meetings have already occurred, one in the 1st quarter of 2022, and another in the second quarter.At those meetings,the department's SMT shared that the Pleasant Harbor Master Planned Resort ("PHMPR") received a permit from the Department of Natural Resources ("DNR") to cut trees. The permittee's (PHMPR) application did not trigger Phase 1 implementation but it did alert us to the need to more thoroughly consider how to establish a baseline. Jefferson County is currently drafting a staffing agreement with PHMPR for a professional services request for proposal ("RFP"). Since Jefferson County continues to break permit records, the county will enter into a staffing for Phase 1 and later phases so that the expectations of the Developer, PHMPR, and Port Gamble S'Klallam Tribe are addressed on a regular and ongoing basis. The Board anticipates completing the RFP in the third quarter and beginning active recruitment for a consultant in the fourth quarter of 2022.
