Hello Heidi – I have not yet met you, but I hear we are fellow supporters of land trusts, so I am happy to have a reason to reach out – particularly this reason!
My name is Erika Lindholm and I am the Olympic Peninsula representative for Craft3 (www.craft3.org <http://www.craft3.org> ), a nonprofit Community Development Financial Institution
(CDFI) that serves Washington and Oregon. I am hoping to speak with you for 20-30 minutes (next week, if possible) to discuss a pilot project to develop a scalable, fast-response financing
tool to support land trusts in conserving large properties within critical watersheds in Washington State. Jefferson County could support this effort by simply agreeing to effectively
“sponsor” an application to Department of Ecology by being the Applicant for a Centennial grant and an State Revolving Fund (SRF) loan.
We are basing this project on the model developed by Craft3’s consumer loan department which uses SRF capital for its residential Clean Water (septic replacement or repair) loans (Clean
Water Loans for Septic System Repair | Craft3 <https://www.craft3.org/Borrow/clean-water-loans> ). If awarded, the sponsoring county does not directly receive or borrow any funds.
We simply need a county to submit on our behalf (i.e. be the official Applicant) because local government jurisdictions are the only entities eligible to apply. Further, since we
have prepared these applications many times before, we are proposing that we write the entire application and Jefferson County only need to review before hitting the “send” button.
This is the arrangement we have had with other counties related to the consumer loan product. I can explain more when we meet.
I have already spoken to Pinky Mingo (Environmental Health & Water Quality) and we have a meeting scheduled with her and Tami Pokorny when Tami returns from vacation on 8/29. Pinky
agreed that I should reach out to the Commissioners in advance of our meeting since we would like to pin down our sponsor before Labor Day, if possible. The deadline to apply for the
Centennial and SRF is 10/10.
My schedule is also relatively flexible next week except for Wednesday morning, so you can tell me what time works best for you and I will send an invite. Richard Tucker will also join
us if he can.
