OPENING BUSINESS Member Rick Tollefson called the meeting to order at 12:15 p.m. in the basement conference room of the Jefferson County Courthouse, Port Townsend, Washington. Members Present: Rick Tollefson, Frank Trafton, Jr., Char Laughlin Members Absent: David Whipple, Dick Broders, Judy French -Scott, Kate Spear, Karen Kautzman Staff Present: Teri Duff Guests: Dashley Graham, Lowell Jons and George Benny Minutes: Minutes of the July 8, 1998 meeting were reviewed/approved. Quorum: There was no quorum. Agenda Changes: A discussion of Gibbs Lake Trails under New Business by Lowell Jons and George Benny. B. OLD BUSINESS H.J. Carroll Park: Rick Tollefson reported the advisory board has been getting ready for the grand opening scheduled for Saturday, September 19, 1998. Work is in process on the barriers, signage, drinking fountains, backstops, planters, fencing, entry paths and landscaping. Port Townsend Paper has donated 1,000 feet of fir logs for barriers, Fred Hill Materials donated 96 concrete parking stops, and Mats Mats Quarry delivered 40 tons of rock for planter walls. Some of the events scheduled for opening day are a softball tournament on the new field, a soccer game, a 5K fun run, and kite flying. Larry Scott Trail. Rick Tollefson reported the opening is August 22 from 2:00 - 4:00 pm, with a variety of activities including music, speakers, and booths. After-School/Summer Best Self Program: Rick Tollefson provided background on this program which is being developed for at -risk kids in Jefferson County. A coordinator is scheduled to be hired in September and evaluations of similar programs in the state continue. There was some discussion comparing this program to other programs in Jefferson County. Rick said the PAB might be interested in seeing a video of the existing program. Gibbs Lake: There is no update on the Olympic Peninsula Ropes Challenge Course. City Parks & Recreation: Char reported she hasn't received the minutes and will follow up with the City to remain on the distribution list. Jefferson County Fair: There was some discussion about staffing the booth at the fair. Off -Leash Program: No report. Community Park Grants: Rick Tollefson reported five applications have been mailed so far and the deadline for submission is August 19, 1998. Frank Trafton agreed to help review the grant applications. C. NEW BUSINESS August Meetings: There was some discussion to consider canceling the August meeting in future years because of low attendance. Road Vacations: Terry Duff presented information on the proposed road vacations initiated by the County on the extension of Old Nesses Coiner Road, Prospect Avenue, and Bachelor Road. She also presented the vacation on Division Avenue at Kala Point. There was discussion that the road vacations have no significance to Parks. Terry will plan to present the vacations verbally to the hearing examiner. Gibbs Lake Trails: Lowell Jons and George Benny asked for an update on finalizing the partnership agreement for the trails around Gibbs Lake. Rick reported for Warren that conversations are occurring between Will Butterfield and DNR. Lowell expressed concern that if the agreement for the Gibbs Lake trails aren't finalized, other trail agreements aren't likely. Lowell mentioned work parties marking trails across Pope land cannot continue until DNR issues are satisfied. George Benny mentioned an idea about an observation deck for eagle's nest education and photography at Beausite Lake. Lowell made a request for action on opening up the trails to cyclists on the backside of Gibbs Lake. He said he has not heard much opposition since the bridge was constructed over the wetlands. D. STAFF REPORTS Manager's Report: Rick reported that all Parks and Recreation programs are going well, with no problems to report. Total campground revenues so far in 1998 are $15,161.03 which is slightly above expectation. Frank Trafton asked what the expense is for security services. E.
