ADVISORY BOARD MINUTES
FOR APRIL 14, 19"
L OPENING BUSINESS
Member Rick Tollefson called the ,meeting to order at 12:07 p.m, in the basement conference room of the
Jefferson County Courthouse, Port Townsend, Washington.
Members Present: Dick BrodeM Judy French -Scott, Char Laughlin, Randy Kline, Rick
Tollefson, David Whipple
Members Absent: Karen Kautzman, Frank Trafton, Jr_, Kate Spear
Staff Present: Tim Black, Warren Steurer, Jefferson County Public Works
Guests: Commissioners Dan Harpole; Frank D'Amore, Peninsula Skysailors;
Gale Jenkins, Citizen
Minutes: Minutes of the Match 10, 1999 meeting were reviewed/approved,
Quorum: There was a quorum.
Agenda: The addition of a discussion on the Off -Leash Park
IL OLD BUSINESS
A. H.J. CanoU Park:
I. Advisory Board: Warren Steurer reported at their last meeting, project manager Valerie Green
provided an update on the restroom project. They are considering drain field siting options and
have reviewed building designs. There are budgetary concerns that may need to be addressed.
The timeline for completing the restroom project is October/Novanber 1999. Volunteer, Mike
Galmukoff, has been in contact with. Warren about working on the BMX track. Werner►
distributed a draft copy of rules and regulations for H.I. Carroll Park and Memorial Field,
including a revenue sheet. This document will be, reviewed at the next PAB meeting.
2. Playground. Warren distributed information on the Family Play Date to be held May 22. This
event, coordinated by County Packs and Recreation, the Tri-Area Pxesebool Co-op and Domestic
Violence is intended to raise $10,000 for the purchase of playground equipment and site prep.
Being considered under Phase II of the playground project is an interactive bronze turtle
sculpture by Mark Stevenson of River Dog Foundry,
3. Aquaik Center,' The next rnectittg will be held 1bursday, April 15 And will include a panel
discussion of pool bond situations with representatives froin Bainbridge Island, Whidbey island,
and Sequirn,
4. FieldlReereartlon: Tirn Black reported the field maintenance crew has been working on leveling
and top -dressing a rougkt field area for M'reation as well as auldhary parking. An adult soccer
tournament is scheduled for August,
S Larry Scott Vail: Judy French -Scott expressed concern about progress on the project because of
limited staff time in Public Works. Dan Hsrpole said he believed the part-time hire is still in -process.
Warren said stoma damage along the trail was cleared by Community Service workers and City and
County Pis maintenance staffs continue to work cooperatively on trail rnaintcnance.
C. Gibbs LakelTrails: Randy Kline reported another 2-hour work party was held on Sunday, April 11.
Fourteen sign posts were placed and a bypass trail was cut for the safety of horscback riders. The trails

are in good condition and the signs will be erected in the next couple of weeks. Warren said he wants
to work with Quimper Trails to get a trail kiosk with a trap placed at the parking lot.

D. Gibbs 1.ake/Glyntprr Peninsula Raper Challenge Course: Rick Tollefson reported the WSU
Extension D#fice is ila the process of Hiring a 4-H coordinator, lfiis person could also serve as ropes
course manager.
E. .l;lem SeYIYlppee Program. Rick Tollefson said the program in decree will run from retie -duly for
six to eight weeks. The program is lacking funds, since it did not do well in the granting process. The
ropes program could be an element of the Best Self program.
P, '99 Communkty Park Grants.- Warren said advertisements have been placed in The ,Deader and
PLnlnsula l)arly News. 'nuee applications have bean requested. Dan Harpole said Mark Welch has
expressed interest in creatitrg a documentary video on County parks.
G. ,hoard Retreal: Warren distributed an updated County,Parks brochure. The retreat with potluck is
scheduled for sarurday, May S from 9:3t7 to 1:00. A hikeNiko ride will start at 8.Oo am. Suggested
discussion topics were: Community Park Grants, Gibbs Take roaster plan, H.1, Carroll long-range
plans (future me. center in the Tri•Area), review of amendments to the long-range objectives in the
Comp. Plan, Parks Board functions, and a Parks and Recreation District.
]OIL NEW BUSINESS
A. Announcement., David Whipple announced Tian Black was named Coach of the Year in this any by
the Association of Referees.
B. Oil -Leath Park: Cnrest Gale Ierjkins expressed her interest in pursuing the development of an off
]sash prmrk. She volunteered to visit other off leash sites and gather information. Rick Toliefsort
suggested Gale coordinate efforts with Kate Spear and Karen Kautxman.
C. +Paraglidfng - Peninvula Skysailors: Guest Frank D'Amore presented his Fly Site Proposal for a
designated site on Mill Hill. Frank said the proposed strip of property is listed as PT Paper property
but is flow County property as part of the Larry Scott Trail acquisition. As an adjacent property owner,
the fort Townsond Paper Corp. has expressed initial support of the project and will faamalixe their
approval once the PAS approves. The land configuration around the launch site allows for an
excellent and safe practice of this sport. pilots would land by the .Port shop on the grassy area. The site
would be for novice to intermediate users, not beginners. Frank reviewed erosion considerations and
liability issues. He indicated the sport is fairly dangerous, similar in risk to rnotorcyeling or mountain
hiking. Control of usage would be through sigttage stating that flying at the site is disallowed if you
are not an msured member of USRGA (United States Hang Gliding Association) or do not carry
personal liability insut-anm Protecting damages to people or personal property as a result ofyour y
activities. The sign would also include two phone numbers to call for questions and weather
conditions. Frank asked for a cooperative relationship between Jefferson County, the mill, adjacent
landowners, and Peninsula Skywilors in developing a proposal to create erosion control measures at
the site. He is planning to request a couple of County engineering staff hours to review the site and
them consider .hiring an engineer to help develop an erosion control proposal. Initial PAB concerns are
control of the site without regular monitoring, erosion control measures, trail usage for pilot gear, and
cantflicts with local eagle populations. Dan Harpole suggested Frank gather information from state
Parks about the responsibilities of local groups and other launch sites, After thm is PAB support,
hold ar public hearing to capture the legal elerxu nts including proper public noticing. Although the
launch site is County property, the lauding site is not so the public hearing process explair mg the
proposal is required. A video was shown of pamglider instruction. Beginners receive three to four
days of intense instruction. Novice licenses require 20-40 hours of air time and 50 hours for an
