ADVISORY BOARD MINUTES
FOR WEDNESDAY, DECEMBER 13, 2000
L OPENING BUSINESS
Chair Char Laughlin called the rr m ing to order at 12:12 p.m. in the basement conference room of the
Jefferson County Courthouse, Port "Townsend, Washington.
Members Present: Judy French -Scott, Randy Kline (Co -Chair), Char Laughlin (Cbm), Mike
Ryan, Frank Trafton, Jr.
Members Absent: Rick Tollefson, Karen Kautzman (Vice Cb*)
Staff Present: Warren Steurer, Tim Black, Nik Worden and Jim Pearson of Public Works
Guests: George Binney, Quimper Trails Association
Quorum: There was a quorum
Agenda Cbanges: None
Minutes: There were no changes to the Minutes of the November moeting
Chair Char Laughlin annowwtd that Karen Kautzman would be resigning from the PAB because the
rx m iag schedule conflicts with her new job. Chair Laughlin asked for a new member roster and noted that
Mike Ryan has not been receiving minutes.
II.OLD BUSINESS
A. Larry Scott nad. Nik Worden reported that the goal has been to spend the reruaouuog $250,000 in
JAC grant funds by the end of the year. To do so, a 40-acre parcel will be purchased from Mr.
- Ramage and a small 6-1/2 acre parcel will be purchased from Gene Seton. He displayed maps of
parcels to be acquired and reviewed the three property exchanges for the trail right-of-way, including a
portion of the trail area at SR 20,
B. Chhnacam Beach: Nik Word= said the Department of Fish and Wildlife has not responded to his
calls inquiring about their interest in shared management and shared grants to purchase the property.
He will be working on a private grant related to salmon habitat; however, the grant requires a 66%
match. The Cottons remain interested in working with the County aid will be satisfied if they can sell
the property during 2001. It is likely Fish and Wildlife will purchase the north portion of the property.
C. Traits and Trail Comprehensive Plan: Jim Pearson said a contract proposal for work on the non-
motonzod transportation plan has been forwarded to Consultant Tom Beckwith- After the first of the
year, they will be forming a technical task force, primarily made up of agencies with an interest in this
project and holding public Outreach meetings in five ar six different areas in the County. The
infonnation gathered will be assembled and presented back to citizens to ensure it reflects the public's
desires.
Frank Trafton, Jr. suggested that motorized recreational and transportation elements be considered
when looking at trail corridors. The Comprehensive Parks plan reficrences an Oit.V plan which does
not yet exist. Mr_ Pearson agreed to take a look at the Parks plan, but he does not believe it is
appropriate to consider ORV use as a part of a non -motorized trail plan aid asked the PAB to provide
guidance. It was suggested that the PAB review the transportation element of the Comprehensive Plan
and look at the Parks plan. While there may eventually be a motorized trail element in the
Copiprelrensive plan, some PAB rnerribers felt it would be most appropriate to handle recreational and
ORV transportation as separate Park issues.

III. NEW BUSINESS
A. Gi'bbVBcauske Lake 7Y-ad Link: GoDrge Blaney referenced F..xhibit B in the lease with Kiwanis
which states "the County will make additional improvements when funds and time permit and at its
sole discretion." In addition, a 1989 Parks survey indicated citinns wanted Gibbs Lake to remain 'as
is' and for their to be a trail system to enjoy. The PAB then created a master plats including trails that
were eventually built and are now maintained by Quimper Trails_ The maps also showed three trails
Wking Gibbs and Beausite Lakes. He believes the PAB would like to see a trail link between Gibbs
and Beausite Lakes and that it is the PAB's responsibility to pursue this trail.. Users of the Beausite
Lake facility would enjoy a trail system and link to Gibbs Lake for swimming. `Ihe public should have
the same access to Beausite Lake that is afforded to the Northwest Kiwanxis members wid glair friends.
PAB members stressed that Beausito sake is currently designated as a retreat center for public use
through reservation. The plats for this site was never implemented and needs to be updated. If a trail
link were considered, the PAB would try to nutig,ate Kiwarus' conceals related to parking and impacts
to this site. The County is grateful for the work by Quimper Trails Coalition and the Northwest
Kiwanis at each site and, at this time, a trail link is not a priority.
Warren Steurer reviewed previous discussions related to this issue. He said the PA13 will not again be
discussing a trail link until it reviews the Comprehensive Plan. When the Gibbs plan was created, there
was not yet a lease with Kiwanis. if there are inappropriate or special uses occurring at Beausite Lake
that are not part of the lease agreement, then the County may need to explore that issue.
IL HJ Carroll Park., Warren Steuter said the restroom/concession dedication ceremony was bold
November 9. Septic and drain field permits are not yet approved. Because the facility was not built to
withstand freezing temperatures, it will be closed until February. work continues with Last Jefferson
Rotary on the picnic pavilion. Planning also continues on the outdoor basketball and multi -purpose
hard court area. Parks' stab are waiting on budget approval and are hoping the County will contribute
y to the H.J. Carroll park fund, which will provide seed funding for work with volunteer groups.
C. Parks Advfsory Board. Warren Steiffer agreed to write a press release calling for Advisory Board
members as opposed to posting a notice in the legal section of The Leader. He noted that
representatives am needed from Districts 1, 2 and 3. For the coming year, Randy Kline was nominated
and appointed as Chair and Mike Ryan was nominated and appointed as Vitae Chair.

IV. STAFF REPORTS
A. Manager's Report: Warren Steum reported that campgrounds and fields at H.J. Carroll Park and
Memorial Field are now closed. Staff has been, asked to rollback fee changes imposed last year at
Lower Oak Bay. Users will instead be asked to make a donation. A volunteer is maintaining Indian
Island trails and Quimper Trails Associations recently contributed another 30 hours of volunteer work
on Gibbs Lake Trails. Northwest Kiwanis are putting in a new drain field at the Beausite Lake camp.
In the new year, the County may allow the City to take over operation of the Recreation Center. If
such a change oceans, the County will plan to provide more money for centisl and south county
activities. Parks' fauilities may also be separated from Perks and Recreation and moved into a ceritrW
division managed by the County administrator. Facilities were previously managed try the Director of
Parks and Recreation and Facilities_ More parks maintenance assistance was requested in the budget.
& Recreation: Kindergarten through sixth grade youth are signing up for Junior Hoops. Games will be
held at ChunAcun Creek school. The adult city fast and slow break leagues are also boing organized.
V. ADJOURNMENT
The meeting adjourned at 1.20 p.m. The next meeting is Wednesday, January 10, 2000.
