OPENING BUSINESS Chair Char Laughlin called the meeting to order at 12:10 p.m. in the basement conference room of the Jefferson County Courthouse, Port Townsend, Washington Members Present: Char Laughlin, Rick Tollefson, Frank Trafton, Jr. Members Absent: Randy Kline, Karen Kautzman, Judy French -Scott, Mike Ryan, David Whipple Staff Present: Warren Steurer, Tim Black of Jefferson County Public Works Guest: George Binney, Quimper Trails Association Minutes: Minutes of the July 12, 2000 meeting will be approved at next month's meeting. Quorum: There was not a quorum. Agenda Changes: None II. OLD BUSINESS A. Chimacum Creek Beach IIrondale Beach: Nik Worden and Marie Bishop made a presentation to DNR for an ALEA Grant. The funding would be for property acquisitions and development. Another presentation will be made to State IAC for a $700,000 grant for public access to the water. There was some discussion whether restoration efforts including dredging would impact the public's ability to use the beach. The County is beginning to work with the Department of Fish and Wildlife regarding its management of the property and is beginning to work with the Department of Ecology on site clean up. B. Larry Scott Trail: Warren Steurer reported that Public Works has hired a full-time project coordinator, Debbie Berreth. One of her projects will be the Gateway Visitor's Center. Nik Worden continues to work with IAC grant deadlines. T-21 funds will not become available until 2001. The trail is in good condition and brush work and weeding are ongoing. The restroom should be open after mechanical issues are addressed by the Port. A new fence opening was added. Char Laughlin recommended adding to the next meeting agenda a discussion of better promoting Larry Scott Trail through signage on Sims Way. C. HJ Carroll Park: Horseshoe championships were held on Saturday although the attendance was low with only eight individuals involved. Port Townsend and Chimacum held a softball challenge as a fundraiser. Research and planning continues on the basketball court project. A five -team adult soccer tournament will be held this weekend. Tim Black reported the fields are in good condition after watering. The restroom and concession project is going slowly and may be finished in October. Anita Shepherd continues to work on the BMX area. It is expected that the maintenance/caretaker area will be complete in late fall/early winter. Rick Tollefson provided an overview of the Soul Salmon project as a possible fundraiser for H.J. Carroll Park. D. Gibbs Lake: George Binney reported trail work was done with the trail tractor machine. Trails are in good condition. It was suggested that in the event Quimper Trails stops working on trails as agreed, the ownership of the trail equipment purchased through a Community Parks Grant reverts to the County. Warren Steurer provided copies of the Kiwanis Lease with the County. E. Off Leash/Woof.• The group will be considering signage for the off -leash area at Irondale Park. Warren Steurer said there is a new "no dogs" sign at the Gibbs Lake beach area. F. Yippee: Rick Tollefson reported he and Tim Black attended a meeting with the Yippee Advisory Group and the Quilcene School Superintendent. The program is divided into two parts: summer and the after -school program. While the summer program is going well in Brinnon and Quilcene, the after -school program has had some difficulties. It is clear that curriculum that is well integrated into the school system is needed for this 3:00 — 7:00 pm program to work. WSU and 4-H (the partnership responsible for administering the Yippee program) and School Administration have also had some conflicts. The plan is to run the Brinnon part of the after -school program at Camp Parsons. III. NEW BUSINESS A. Jefferson County Fair: Booth activities will surround fundraising for the bronze turtle and playground picket fence projects. Advisory Board member Sarah Ohman and other volunteers including Tim Black and Sue Lindsey will staff the booth. B. Community Park Grants -- Gatheringplace: Tabled for a lack of a quorum. C. Parks and Recreation Summit: The County Administrator and City Manager are organizing the event, scheduled for August 31. Likely summit topics will be parks and recreation projects, issues and long-range funding, and cooperative operational efficiencies. D. Parks Board with the BOCC: The PAB is invited to attend a meeting with the Commissioners on Monday, August 21, 2000 at 3:00 pm in the Commissioner's Chambers to discuss current Parks issues. E. Park and Recreation Overview: Warren Steurer distributed a new Parks brochure and 1999-2000 Park and Field Maintenance Overview covering staffing and level of service. It was suggested that the brochure be made available at Parks as well as at the Visitor's Center. Additional seasonal staff hours will be requested in next year's budget. IV. STAFF REPORTS A. Recreation: Tim Black reported 36 kids participated in the Salvation Army Camp at Camp Arnold. There may be an effort to encourage more participation in the future. The Skyhawks Basketball Camp at Chimacum involved 35 kids. The Mustang Car show went well. This week, 46 will participate in the Skyhawks baseball camp at H.J. Carroll and 25 will be involved in the Skyhawks tennis camp. August 19 is the Kiwanis car show, August 13 Thaddeus Jurzinski will again hold his rocket workshop, and the swim bus will also continue. A Soccerathon is scheduled for Saturday, August 26 from 6:00 a.m. to 12:00. B. _Manager's Report: Warren Steurer reported that camping fees collected so far total $15,825. These funds go into the Parks Improvement Fund. V. ADJOURNMENT The meeting adjourned at 1:40 p.m. The next meeting is Wednesday, September 13, 2000. Jeff. Co.
